Job Description- State Lead (West Bengal)

Mobile Creches (MC), a pioneer organization in Early Childhood Care and Development (ECCD), has been operational since 1969, providing childcare, health, nutrition, and protection services to more than 15,000 children annually across worksites, urban slums, rural, and tribal communities in India. MC has played a pioneering role in advancing ECCD for children under six years, particularly those from marginalized and migrant communities, through its integrated approach of delivering quality childcare services, strengthening caregiver and community engagement, enhancing linkages with government systems, training the ECCD workforce, influencing policy, and promoting research in the field of early childhood development. Officially recognized as the National Creche Agency by the Government of India, Mobile Creches continues to expand sustainable childcare solutions in partnership with governments and civil society organizations.

Building on its extensive experience in community-based childcare and child protection, Mobile Creches is implementing an integrated drowning-prevention programme in the high-risk districts of South 24 Parganas, Purba Medinipur, and Paschim Medinipur in West Bengal. The programme will establish 50 community-based, supervised childcare centres operating for long hours for children aged 1–4 years, with the objective of reducing children’s unsupervised exposure to nearby water bodies while ensuring safety, nutrition, early stimulation, caregiver engagement, and community integration. In addition, the programme will promote child-centred water-safety and survival awareness, community mobilisation, and first-responder preparedness to strengthen local prevention systems.

The programme will work closely with Panchayati Raj Institutions, ICDS, public health systems, NRLM/Anandadhara platforms, and community institutions to create sustainable and scalable drowning prevention systems rooted in local governance and community participation.

Position Overview:
The State Lead will be responsible for overall implementation, coordination, supervision, and quality assurance of the drowning prevention crèche programme across the three programme districts of West Bengal. The role will ensure effective implementation of crèche operations, parenting engagement, community mobilisation, government convergence, monitoring systems, and sustainability initiatives.

The State Lead will provide leadership to district teams, strengthen government partnerships, and ensure achievement of programme deliverables and quality standards.

Educational Qualifications:
Master’s degree in Social Work, Rural Management, Public Health, Development Studies, Child Development, or related discipline.

Total Work Experience:
Minimum 7–10 years of experience in managing large-scale social development programmes, preferably in ECCD, child protection, public health, or community-based programmes.

Essential Requirements:
• Willingness to relocate within West Bengal based on programme requirements.
• Willingness to travel extensively across programme districts and field locations.
• Strong understanding of community-based development programmes and government systems.

Age Criteria: 30–45 years.

Key Responsibilities:

Programme Implementation and Operational Management:
• Lead day-to-day implementation and operational management of the drowning prevention crèche programme across the three programme districts in West Bengal.
• Ensure timely establishment, smooth functioning, and quality supervision of all community-based crèches in accordance with programme standards and operational guidelines.
• Coordinate implementation of community mobilisation, parenting engagement, first responder training, child safety, and drowning prevention activities across programme locations.
• Develop district-level implementation plans, monthly activity schedules, and operational review mechanisms to ensure timely achievement of programme targets.
• Identify implementation bottlenecks and provide timely operational solutions and field-level support to district teams.
• Conduct regular field visits to review programme quality, systems, staffing, and community participation.

District Team Supervision and Coordination:
• Supervise and provide operational guidance to District Coordinators and state-level programme staff.
• Ensure effective coordination and communication between district teams and the national programme team.
• Conduct regular district review meetings, field supervision visits, and performance monitoring processes.
• Support district teams in planning, implementation tracking, reporting, and problem-solving.
• Ensure adherence to safeguarding standards, organisational protocols, and programme quality benchmarks across all districts.

Government Convergence and Local Partnerships:
• Lead coordination with state and district-level government departments including ICDS, Panchayati Raj Institutions, Health, NRLM, and child protection systems.
• Facilitate district-level convergence and operational linkages with Gram Panchayats and local governance institutions.
• Support integration of programme activities into GPDPs and relevant government platforms at district and Panchayat levels.
• Build and maintain effective working relationships with local stakeholders, technical agencies, community institutions, and civil society partners.
• Support district teams in securing local approvals, community participation, and institutional support for programme implementation.

Monitoring, Documentation, and Reporting:
• Ensure effective implementation of programme monitoring, MIS, and reporting systems across all districts.
• Review district-level reports, monitoring findings, attendance records, training data, and programme progress on a regular basis.
• Ensure timely submission of monthly, quarterly, and donor-related programme reports to the national office.
• Support documentation of field learnings, case studies, success stories, and programme innovations.
• Use field monitoring findings and programme data to strengthen implementation quality and operational decision-making.

Financial and Administrative Coordination:
• Coordinate with finance, procurement, HR, MEAL, safeguarding, and operations teams for smooth programme implementation.
• Monitor state and district-level budget utilisation, field expenditures, staffing, logistics, and procurement processes.
• Ensure compliance with organisational systems, financial procedures, safeguarding norms, and donor requirements.
• Support timely recruitment, onboarding, deployment, and operational support for programme teams.

Capacity Building and Quality Strengthening:
• Support implementation of training and capacity-building plans for programme teams, crèche workers, volunteers, and community structures.
• Ensure supportive supervision systems are functional across all programme districts.
• Promote quality improvement processes and field mentoring mechanisms for frontline staff and district teams.

Other Responsibilities:
• Undertake any other responsibilities assigned by the National Project Lead-West Bengal

Location requirement: The candidate will be required to travel extensively (at least 10 working days per month) to programme districts in West Bengal based on programme requirements.
