2. Introduction:

Working in partnership with countries, donors, and implementers, its experts conduct cutting-edge nutrition research, support critical policy formulation, and integrate nutrition into broader development programs in more than 60 countries, primarily in Asia and Africa. NI nourishes people to nourish life. NI has been working in India for more than 25 years with the central government and state governments to strengthen and address the country’s nutrition challenges. The key interventions are aimed at improving the survival and health of the vulnerable, especially women, adolescent girls, and young children. This is achieved through Vitamin A supplementation, treatment of diarrhea through zinc and oral rehydration salts for young children, addressing anaemia among adolescents, pregnant women, and lactating mothers through IFA supplementation and nutrition health education, and promotion of adequately fortified staples, such as rice and salt.
Nutrition International (NI), in collaboration with the Public Health Department, Government of Maharashtra, is supporting the statewide Comprehensive Primary Health Care (CPHC) Capacity Building Initiative aimed at strengthening frontline health systems and improving RMNCAH+N outcomes across Maharashtra.

3.Overall,Purpose/BroadFunction:
|
|
|
The Capacity Building Specialist will provide technical and coordination support to the statewide CPHC capacity building initiative. The position will work closely with the Directorate of Health Services, State Institute of Health & Family Welfare (SIHFW), regional and district training systems, and other stakeholders to strengthen training quality, monitoring systems, implementation effectiveness, and learning mechanisms across the state.

4. Key Duties and responsibilities:
|
|
1. State-Level Coordination and Technical Backstopping
- Provide technical and coordination support to SIHFW and the Public Health Department for smooth implementation of the training initiative
- Facilitate coordination across state, regional, and district training teams
- Support adherence to training plans, timelines, and implementation protocols
2. Training Content and Methodology Strengthening
- Review and adapt training content and delivery approaches based on field feedback and implementation learnings
- Recommend improved training methodologies to be more participatory and strengthen skill-based learning, as well as improved job aids/tools
3. Training Quality Assurance and Supportive Supervision
- Develop and operationalize quality assurance frameworks, tools, and checklists for assessment of training quality and consistency across districts
- Conduct periodic field visits, for supportive supervision and monitoring of training sessions
- Identify implementation gaps and recommend corrective actions for improving training effectiveness
4. Monitoring, Reporting, and Data Analytics
- Support development and operationalization of systems for real-time tracking of training progress across districts and PHCs
- Generate periodic dashboards, analytical reports, and program updates to review the progress of project by government and NI
- Support review meetings and data-driven decision-making processes
5. Assessment, Learning, and Evidence Generation
- Support development and implementation of post-training assessments and competency evaluation mechanisms
- Analyse training effectiveness and linkages with service delivery indicators
- Document implementation learnings, best practices, and evidence for program strengthening and scale-up
6. Stakeholder Coordination
- Represent Nutrition International in high-level state forums, technical working groups, and review meetings.
- Support government in coordination with training institutions, nodal officers, and district administrations.
- Facilitate convergence across departments for effective implementation of integrated CPHC initiatives.
Any other task as requested by the Public Health Department, GoM and Nutrition International.

5. Supervisory Responsibilities:
|
|

|
6. Education/Professional Designations/Experience:
|
- Master's degree in public health, Health Management, Social Sciences, Nutrition, or any related field
- Minimum 5–7 years of experience in public health capacity building, health systems strengthening or technical assistance to RMNCAH+N programs
- Experience in adult education training and facilitation as well as working with government health systems and large-scale public health programs preferred
- Demonstrated experience in training quality assurance, supportive supervision, monitoring, and data analysis
- Strong coordination, communication, and stakeholder engagement skills
- Proficiency in data analysis, reporting, and use of MS Office tools
- Willingness to travel extensively within Maharashtra

7. Language Skills:
|
- Fluent in written and spoken English, Marathi and Hindi are essential for the assignment.
|
|
8. Travel Requirements:
|
- Based in Mumbai/Pune, regular travel to districts, with a focus on tribal and high-priority areas.
|
|
9. Other Specific Skill Requirements:
|
- Ability to collaborate effectively with teams and operate seamlessly across multiple offices.
- Strong stakeholder management and communication skills, with the ability to navigate government systems and protocols
- Ability to consistently work ahead to meet deadlines in a calm and organized manner.
- Good computer skills, including MS Office programs and navigating financial databases

10. Reporting:
- The Capacity Building Specialist will report to the designated NPM- NI/ PMU Lead and work closely with the Directorate of Health Services and SIHFW, Maharashtra.
|
|
