Overview
The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. We work at the invitation of governments to support them and the private sector to create and sustain high-quality health systems. 
CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

Program Background
WJCF is implementing “Expanding TPT in the Private Sector at the Patient’s Doorstep” across four districts, Ahmedabad (AMC), Surat (SMC), Faridabad, and Gurgaon. The project establishes TPT Centres within high-load private hospitals and clinics and deploys a “Coordinated Services Delivery at Doorstep” model through third-party agency partnerships. The Field Officer is stationed at an assigned TPT Centre and is the primary operational presence at the facility, responsible for running day-to-day cascade activities with the compounder, coordinating diagnostic and drug delivery services, and ensuring all beneficiary services are delivered and the data is entered on Nikshay.
 
Key Responsibilities
 
TPT Centre Operations:
  • Manage the assigned TPT Centre during OPD hours; liaise with the compounder and facility staff to ensure the centre is operational, stocked, and following the agreed patient pathway.
  • Identify index TB patients; collect consent, issue CXR/TBI testing vouchers or codes, counsel on household contact screening, and coordinate sputum collection and transport as applicable.
  • Line-list all household contacts (HHCs) of each index patient; conduct or coordinate symptomatic screening; facilitate TBI (IGRA) testing, CXR, and TPT initiation as per the project’s diagnostic algorithm.
  • Share vouchers or codes to index patients and HHCs for doorstep services; confirm scheduling of third-party services (IGRA collection, CXR, drug delivery) and report any Service Level Agreements (SLA) breaches to the District Lead.
  • Co-ordinate with third party agency for drug delivery of TPT and ATT drugs to beneficiaries at home or facility.
  • Identify and promptly report any adverse drug reactions (ADR) experienced by beneficiaries to the facility doctor and District Lead.
  • Counsel index patients and HHCs on TB infection, TPT importance, treatment adherence, potential side effects, and available doorstep services; address hesitancy and concerns to prevent loss to follow-up at every stage of the cascade.
  • Conduct a follow-up home visit to address concerns of hesitant to TPT beneficiaries, explain the benefits, and re-attempt consent, escalating persistent refusals to the District Lead.
Provider and Facility Engagement
  • Engage private doctors and hospital compounders on TPT.
  • Coordinate with government programme staff, including the Senior Treatment Supervisor (STS) and TB Health Visitor (TBHV).
  • Inform eligible patients, HHCs, and facility staff about government social support and welfare schemes applicable to TB patients and facilitate their enrolment where possible.
  • Deal with patients, HHCs, and facility staff courteously and professionally at all times; maintain patient confidentiality throughout.
  • Support the District Lead during in-clinic visits for facility finalization, assist with logistics, provider communication, and administrative documentation for TPT Centre setup.
Facility Capacity Building and Handover
  • Identify and train the designated facility staff member (compounder or staff nurse) at each assigned TPT Centre who will take over day-to-day operations; prioritise their hands-on orientation from the start of operations.
  • Train the designated facility staff member progressively on Nikshay form formats, data entry workflows, HHC listing procedures, voucher dispatch, and third-party agency coordination, with the explicit goal of making them operationally independent.
  • Taper direct involvement at the facility as the designated staff member gains confidence; shift to a supervisory and troubleshooting role before transitioning to the next assigned facility.
  • Document handover readiness for each facility, confirm the designated staff member can independently manage the TPT cascade, data entry, and agency coordination before formally transitioning out.
Data Recording and Reporting
  • Enter all beneficiary data, index patient details, HHC listing, test results, initiation, and treatment status into Nikshay and the project Master Tracker daily; ensure no record gaps at facility level.
  • Record monthly treatment adherence for all active TPT beneficiaries and update the final treatment outcome on Nikshay and the Master Tracker at the close of each beneficiary's treatment course.
  • Submit daily and weekly field updates to the District Lead; flag discrepancies between agency-claimed services and beneficiary receipts for Telecaller verification.
  • Participate in monthly DTC review meetings alongside the District Lead; contribute facility-level data and flag operational challenges for resolution.
  • Qualifications and Experience
 
Required
  • Graduate in any stream (B.Sc., B.Com., BA); background in life sciences, pharmacy, or social work preferred.
  • 1–3 years of field experience in a health programme, NGO, hospital outreach, pharma detailing, or diagnostic sales role.
  • Familiarity with TB, NTEP, or any government health programme is an advantage; prior experience with Nikshay or similar health data tools preferred.
  • Comfortable visiting private hospitals and clinics during OPD hours and engaging with doctors, compounders, and patients directly.
  • Proficiency in MS Office (Excel, Word) and smartphone-based data entry.
  • Willingness to travel extensively within the assigned district (approximately 60–70% field time); own conveyance preferred.
  • Fluency in the relevant district language (Gujarati for AMC and SMC; Hindi for Faridabad and Gurgaon); basic English literacy required.
Preferred
  • Prior experience in pharma/diagnostics field sales, hospital liaison, or community health outreach in a similar geography.
  • Experience with patient counselling, consent processes, or home visit-based follow-up.
  • Exposure to voucher-based or SLA-monitored health service delivery.
