Development of a 3 Month Basic Computer Course Module for School Children
Introduction:
Bal Raksha Bharat (also known as Save the Children) is a global non-profit organization founded in 1919 and registered in India in 2008. As India’s leading independent child rights organisation, Bal Raksha Bharat works across 16 states and has impacted the lives of more than 14 million children.
In alignment with national priorities such as the Digital India Mission and the National Education Policy (NEP) 2020, the organisation is strengthening digital learning opportunities for children in underserved schools to enable equitable access to foundational digital skills and 21st-century competencies.
 
Context:
Rapid digitisation across education, services, and livelihoods has made digital literacy a foundational competency for children. The Digital India Mission emphasises universal digital literacy and inclusion, while NEP 2020 highlights integration of technology in education, development of computational thinking, and responsible digital citizenship.
 
However, many government and low-resource schools lack structured, age-appropriate computer curricula and teaching-learning materials. Students often have limited exposure to computers beyond basic device familiarity, restricting their ability to use digital tools for learning, creativity, and participation in an increasingly digital society.
 
To address this gap, Bal Raksha Bharat proposes to develop a structured 3 month Basic Computer Course Module for school children that builds foundational digital skills, digital productivity, safe internet use, and introductory computational thinking through activity-based pedagogy.
 
Purpose of the ToR:
The primary objective of this assignment is to design and develop a comprehensive, age-appropriate, and activity-based 3 month Basic Computer Course Module aligned with Digital India and NEP 2020.
 
Specific objectives include
  • Develop a competency-based digital literacy curriculum for school children.
  • Design structured lesson plans and learning progression for a 3-month course.
  • Develop student and teacher learning materials aligned with 21st-century skills.
  • Integrate digital citizenship, safe technology use, and computational thinking.
  • Provide implementation guidance suitable for government and low-resource schools.
Beneficiaries
The course is intended for implementation in government and low-resource schools through mobile computer vans for children from grade 5 onwards.
 
Scope of Work:
The selected agency will deliver the complete curriculum and module adhering of quality as well as contextual relevance, and usability in low-resource school settings. 
 
Curriculum and Competency Framework
  • Develop a competency framework aligned with Digital India and NEP 2020.
  • Define learning outcomes across domains such as digital foundations, digital productivity, internet literacy, computational thinking, and digital citizenship.
  • Provide competency progression appropriate for beginners.
  • Training
Course Structure and Module Design
  • Develop a structured 3-month course (approximately 40 – 48 learning hours).
The modules should cover
  • Computer basics and device operations.
  • Typing and basic digital productivity tools.
  • Internet use and information search.
  • Safe and responsible digital behaviour.
  • Introduction to coding.
  • Digital creativity tasks/projects.
  • Basics and usage of Artificial Intelligence.
Develop of Teaching Learning Materials
 
Develop learner-friendly and teacher-friendly materials which includes
  • Student workbook.
  • Teacher/facilitator handbook with lesson plans.
  • Worksheets and activity sheets.
  • Practice tasks.
  • Simple assessments and rubrics.
  • Resources in digital form
One round of training for the Master Trainers.
 
The agency needs to ensure that the materials are
  • Aligned with NEP 2020 and the Digital India Mission.
  • Activity-based and experiential.
  • Suitable for children in mixed groups.
  • Adaptable to limited computer access.
  • Gender-inclusive and child-friendly.
  • Extensive focus on application rather than theory.
Implementation and Teacher Guidance
The agency is required to produce a guidance document with the following.
  • Suggested 3-month timetable.
  • Minimum and ideal infrastructure requirements.
  • Classroom facilitation approaches (including mobile computer labs).
  • Teacher orientation/training outline.
  • Approach towards monitoring and assessment.
Review and Finalisation
  • Revise materials based on stakeholder feedback.
  • Ensure the curriculum and materials developed are age appropriate.
  • Provide final print ready as well as editable versions of the materials developed.
Deliverables
The key deliverables would include
  • Competency framework aligned with NEP 2020 and Digital India.
  • Detailed 3 month course structure and lesson plans.
  • Student workbook
  • Teacher/facilitator handbook.
  • Worksheets and activity sheets.
  • Assessment tools and rubrics.
  • Implementation and teacher training guidance note.
  • Editable and designed versions of all materials.
Eligibility Criteria for Vendors
Interested agencies/individuals must demonstrate
  • Minimum 5 years of experience in school curriculum or digital/ICT education.
  • Experience developing computer based teaching-learning materials for children.
  • Understanding of NEP 2020 and digital literacy frameworks.
  • Experience working with government or low-resource school contexts.
  • Strong instructional design capability.
Proposal Submission Requirements
Interested vendors are requested to submit the following:
  • Technical Proposal
  • Agency profile and relevant experience.
  • Understanding of the assignment.
  • Approach to curriculum and module development.
  • Proposed workplan and timelines.
  • Samples of similar work.
Financial Proposal
  • Itemised budget including professional fees, design costs, taxes, etc.
Timeline
  • The assignment is expected to be completed within 6 weeks from contract award.
Terms of payment
  • 30% on submission of curriculum framework and course structure.
  • 30% on submission of the draft materials
  • 40% on submission and handover of all final deliverables.
Ownership of materials
All information shared during this assignment shall be treated as confidential.
Intellectual Property generated under this project shall vest with the commissioning organisation, with usage rights for educational implementation and scale.
