Collective Good Foundation currently houses ‘Samyak’, a health initiative set up by a team of professionals with extensive experience in the public health sector in India.

Samyak started off by setting up a pan India, mutli-stakeholder collaborative (Urban Health Initiative (UHI)) last year, to address urban health and nutrition challenges with a focus on urban poor and marginalized populations. UHI brings together urban practitioners, public health experts, donor agencies, government stakeholders and non-profit organisations to strengthen the urban health system in India, improving the quality of life of people and reducing existing health inequities. Priority areas of UHI includes, among other things, emerging health challenges due to climate change; wherein the Urban Health Initiative is working, under an MoU with the Govt of Uttar Pradesh to address data gaps around climate – health linkages, as well as piloting innovative models to address some of these challenges. UHI is also working in Maharashtra. Partners of Samyak include Janaagraha Centre for Citizenship and Democracy, Samhita, J-PAL Climate – Health Data Capacity Accelerator, ARTPARK, India Health Fund and ACT for Health.

About the Position
A senior leadership opportunity is available for a highly experienced Public Health Specialist to head the Program Management Unit (PMU) to support the Urban Health Commissionerate in Mumbai, Maharashtra. The role will provide strategic, technical, and operational leadership across RMNCHA+, Non-Communicable Diseases (NCDs), and Infectious Disease programs, ensuring strengthened governance, improved program performance, and institutional capacity building within the Urban Health Commissionerate. This position requires deep expertise in health systems frameworks, urban health governance, urban health planning, and large-scale program implementation within government systems. The position requires extensive coordination and relationships management towards advancing urban health agenda and priorities in the state.

Key Responsibilities
1. Strategic & Technical Leadership
• Lead the PMU to support the Urban Health Commissionerate in planning, implementation, and monitoring of RMNCHA+, NCD, and Infectious Disease programs and other health programs.
• Provide technical guidance aligned with National Health Mission (NHM) and state priorities.
• Develop comprehensive annual health action plans and multi-year urban health strategies for the Commissionerate.
• Support policy development, technical advisories, and system reforms within the Urban Health Commissionerate.

2. Epidemiology & Data-Driven Governance
• Guide epidemiological analysis of disease trends and surveillance systems to support evidence-based decision-making within the Urban Health Commissionerate.
• Institutionalize performance review and governance dashboards at city and ward levels.
• Lead disease burden assessments, surveys, vulnerability mapping, and data triangulation exercises.
• Strengthen institutional reporting and review mechanisms.

3. Health Systems Strengthening

Apply health systems frameworks to support the Urban Health Commissionerate in strengthening:
1. Service delivery integration
2. Referral pathways
3. Human resource optimization
4. Supply chain management
5. Health information systems
6. Health financing mechanisms

Strengthen accountability and governance structures across facilities and wards.

4. Urban Health Planning & Implementation
• Lead decentralized urban health planning processes under the guidance of the Urban Health Commissionerate.
• Develop ward-level and city level action plans and performance improvement strategies.
• Improve continuum of care across primary, secondary, and tertiary facilities.
• Ensure convergence across vertical programs and departments.

5. Capacity Building & Institutional Development
•Design and implement structured capacity-building initiatives to strengthen institutional capacity within the Urban Health Commissionerate.
• Develop training modules, technical toolkits, and operational guidelines for health staff.
• Support leadership development and managerial capacity enhancement at facility and ward levels.

6. Stakeholder Coordination & Representation
• Liaise with municipal leadership, state health departments, and partner agencies on behalf of the Urban Health Commissionerate.
• Represent the PMU in high-level technical committees and review meetings.
• Facilitate interdepartmental coordination and program convergence across departments.

Eligibility Criteria

Essential Qualifications
•MBBS from a recognized institution
• MD in Community Medicine / Preventive & Social Medicine/ Masters in public Health

Experience
• 12–18 years of progressive experience in public health
• Minimum 5–7 years in leadership or senior program management roles
• Demonstrated experience supporting large-scale government health programs
• Experience in urban health systems preferred

Language Requirement
• Proficiency in Marathi (reading, writing, and speaking) – Mandatory
