Project Background:
Since 2013, WaterAid has made significant investments across India to improve the lives of marginalized communities by streamlining WASH services, including interventions in Bihar. In the last seven years, investment in WASH were made based on contextual need and to increase awareness. Considering the
Since Government of Bihar has commissioned piped water supply schemes for all the rural villages in Bihar and as per JJM Dashboard more than 96% rural households have access to functional household tap connection in their premises. Piped Water Supply Schemes commissioned by Ward Implementation and Management Committee (WIMC) of Gram Panchayat haven’t the provision of chlorination. But as field experience and scientific assessment chlorination is a vital process in rural piped water supply schemes because it kills harmful microorganisms that can cause disease.
To attract the attention of State Government for adding chlorination facility in rural piped water supply and skilled Pump Operators on suitable dosing & monitoring of residual chlorine an intervention is proposed to execute in the 10 identified piped water supply schemes of Gaya.
PURPOSE
The overall purpose of this tender invitation is Installation and Commissioning of Automated in-line chlorination system in 10 Piped Water Supply Schemes in various Block of Gaya Jee District with its high-level branding through wall writing.
OBJECTIVES:
To integrate in-line chlorination system in rural piped water supply scheme and build capacity to fix dosing, monitor residual chlorine and ensure preventive maintenance works.
REQUIREMENTS FOR SUBMISSION OF THE PROPOSAL
Responses to this tender invitation must include the following information

A letter/statement of interest indicating the vendor’s/agency’s interest in the work and highlighting its qualities to perform this work with specifications and required timeline.

Work experience details with documents of previous same work along with letter of intend.

The financial Proposal in Indian Rupees with Budget Narrative (The budget narrative should provide a justification on the basis of each proposed cost in the budget and how it is calculated)

Intellectual property
All information pertaining to this project which the firm may come into contact within the performance of its duties under this service shall remain as the property of WAI who has exclusive rights over their use. Except for the purposes of this assignment, the information shall not be disclosed to the public not be used without written permission of WAI.
Timeline and Payment Schedule
The agency/institute/company shall be hired based on the financial proposal developed for this assignment and will work closely with the WAI team. The assessment is expected to happen between June- July , 2026. The activity has to be completed within 30 days timeline of signing the contract. The payments terms will be 20% advance upon signing of contract and rest would be reimbursed after submission work completion report along with detailed invoice. Payments will be done within fifteen days, would be only released after completion and submission of all the required deliverables and invoices subject to satisfactory work.

All applicants (company/agency/vendor), should follow the guidelines/policy for safeguards and prevention of Sexual Harassment (PoSH) at the workplace.
Interested companies/agencies/vendors must submit the quotation, highlighting the process, portfolio of past work, financial quotation and the specification with timeline for the work. The financial quotations should be sent in soft copy over email at WAIProcurementBihar@wateraid.org Incomplete applications and applications received after the deadline will not be considered for the selection process. The selection team will only contact applicants who have been shortlisted for the process.
WAI has a policy of erasing all confidential information, ideas/concepts submitted in proposals/applications after the selection process is completed. "Confidentiality of Applicants" WAI shall not be liable to share the list of shortlisted applicants with any party outside the organization. The organization takes all necessary measures to protect the confidentiality of applicants, and shall not disclose any personal information, process and data related to the application, except as required by law.
Evaluation Criteria
The evaluation will be based on the lowest financial proposal.
Deliverables

OTHERS:
- Any change in specifications will only occur with written approval from the WAI project team.
- A work completion report, along with quality photographs of the completed work, and wall writing, will be submitted by the agency/company/vendor to WAI after the work is done.
- The data and information, including photographs, will be the property of WAI. The agency shall not use them in any form without written permission from a competent authority in WAI.
