Finance Analyst (Budget Section)
The National Health Systems Resource Centre (NHSRC), New Delhi, on behalf of the Ministry of Health & Family Welfare, is inviting applications from qualified candidates for two Junior Consultant positions, purely on a contractual basis.

1. Background:
Budget Division, MoH&FW is handling all the budget matters of Department of Health & Family Welfare. In addition to this, the Budget Division is also monitoring PAC matters, C&AG & PAC Audit Paras, Inspection Reports, Department Related Parliamentary Standing Committee Reports and coordination with Ministry of Finance, DoNER, Tribal Affairs, Social Justice and NITI Aayog & CGA office on various issues.
2. Objective:
Finance Analyst (Budget) shall monitor the budget allocation and expenditure against the allocation made for the Schemes and Non-Schemes under the Ministry of Health & Family Welfare. Managing Dashboard, co-ordination with Programme divisions (PDs) in Department to get data pertaining to all budget related matters and to monitor the funds management under all the PDs including release of funds, expenditure, and unspent balance. Besides the above-mentioned work, proper documentation of the budget related matters along with filing and coordination with other Divisions is desired.
3. Scope of Work:
Key Responsibilities:
i. Monitoring and handling of Union Budget Information System (UBIS) portal /budget Dashboard and proper updation for the changes made in work allocation of the officers and updation of expenditure.
ii. Reappropriations (ONER) of the allocated fund in rationale manner and noting thereof.
iii. Analysis of the Budget proposals and allocation of the fund on the basis of requirement and availability of funds.
iv. Analysis of data e.g. trends of expenditure, fund utilization under schemes and non-schemes and expenditure monitoring and reporting tools.
v. Maintaining proper records of expenditure for special categories e.g. North Eastern Region (NER), Schedule Caste (SC) and Schedule Tribe (ST).
vi. Opening of Budget Heads, preparation of Savings Note/Explanatory Notes and Supplementary proposals.
vii. Preparation of PowerPoint Presentation (PPT) for meetings other than Senior Officers Meeting (SOM).
viii. Any other item of work as may be assigned by supervisory officers Chief Controller of Account (CCA)/ Joint Secretary (JS) and Additional Secretary & Financial Advisor (AS&FA) as deemed fit.
4. Outputs:
Timely action on all tasks and responsibilities and provide work support to Section Officer(B) & Under Secretary (Budget) by providing data, analysis reports, comments, notes in files or otherwise.
5.Qualifications and experience:
MBA (Finance) or Post Graduate Diploma in Business Management/ Post Graduate Diploma in Business Analytics (Finance) from a recognized institution or a Master Degree in Commerce/ Economics from a recognized university.
Experience of at least 5 years in finance, accounts in social/Government or private sector and budget matters preferably in Government Sector. Candidate should have good communication skills in Hindi & English and knowledge of noting/drafting, MS Office (Word, Power Point, Excel) is essential and proficiency in data analytics tools is highly desirable.
6. Reporting Requirements:
The FA will submit a performance report to the Director (Budget) at the end of every quarter.
7. Period:
Initially, term of engagement shall be for a period of one year from the date of start and likely to be extended on satisfactory performance, The contract may be renewed purely at the discretion of the MoHFW, GoI. Maximum period of engagement is of 05 years. The contract can, however, be terminated by either party by giving an advance notice of one month in writing; failure by the candidate to provide such notice shall result in the forfeiture of one month’s salary in lieu thereof.
8. Remuneration:
The Finance Analyst will be paid a consolidated monthly remuneration of Rs. 60,000/- to Rs. 90,000/- on the basis of qualifications and experience as may be recommended by the Selection/Review Committee on the basis of conditions prevailing at the time of issuing vacancy circular for that purpose. The resource person shall not be entitled to any other benefits, payment, subsidy, compensation or pension, except as expressly provided in the contract agreement. FC shall not be exempt from taxation and shall not be entitled to reimbursement of any taxes which may be levied as per existing rules on the remuneration received. Candidates’ recent CV and evidence of last consultancy payment received should be attached with the application form.
9. Age:
Up to 45 years (As on last date of receiving of applications).

Written Test Condition: If the recruitment process includes a written test, a minimum qualifying mark will be 70%. However, If the number of qualifying candidates is high, a ratio of 1:5 will be adopted for 1 vacancy top 5 candidates will be considered. In case 2 or more candidates qualify with the same marks, all such candidates will be considered.
