Senior Consultant – Health Policy and Integrated Planning/ Human Resources for Health

National Health Systems Resource Centre (NHSRC) has been set up under the National Health Mission (NHM) as an autonomous registered society, to channelize technical assistance and capacity building support to the states for strengthening the public health system. The NHSRC is also mandated to contribute to health policy/ programme design and evaluation. NHSRC intends recruiting Senior Consultants for its Health Policy and Integrated Planning/ Human Resources for Health division, purely on a contractual basis.

Since its inception in 2006, NHSRC has been a repository of knowledge and a center of excellence for its agenda. This organization has professional linkages with a plethora of domestic and international bodies involved in the field of Public Health. There have been a number of personnel who have served with NHSRC and gained invaluable experience enabling them to graduate to next rung of professional ladder. Vast exposure to Ministry of Health and Family Welfare, and its processes is a unique feature of NHSRC.

Working with a transdisciplinary team, you can discover, adapt, co-create and disseminate solutions to multiple challenges related to service delivery systems, universal primary health care, human resources for health, community processes, health financing, quality of care, public health planning and health promotion. This is an opportunity to support health systems strengthening at scale, learn from district and sub district implementation, undertake knowledge translation, and enable realization of the vision of universal health coverage.

The Position reports to Advisor- Human Resource for Health/ Health Policy and Integrated Planning and is on Contractual basis. To begin with Two years and extendable based on the Performance.

About Health Policy and Integrated Planning/ Human Resources for Health division: This division of NHSRC focuses on providing support and technical assistance to the MoHFW and to the states in strengthening integrated planning, policies regarding health systems strengthening and human resources for health.

The team has been supporting MoH&FW and the states in:
• Strengthening Integrated planning under NHM
• Developing comprehensive strategies for HRH
• Proving technical support to the states and capacity building on public health, planning and management of HRH
• Implementing health systems approach
• Results Based Financing/ Conditionalities Assessment

The team also conducts studies for formulating evidence-based plans related to HRH/HPIP.

Roles and responsibilities
• Provide policy and programme support for Human Resources for Health/ Health Policy and Integrated Planning at national and state level.
• Provide technical support to states in strengthening their planning and HRH management practices as per policies and directives of MoHFW and achievement of targets.
• Provide technical assistance in areas related to health systems strengthening.
• Monitor the progress of division’s work plan and ensure timely completion.
• Plan, develop and implement strategies for capacity building of the Human Resources for Health at State and district levels.
• Undertaking regular field visits for monitoring and providing supportive supervision on planning, HRH and programme management, especially to the low performing States/ Districts/ Cities
• Mentor the consultants and junior consultants; review and supervise the tasks performed and documents prepared by the consultants and fellows, provide feedback and share revised document with Advisor for final review and feedback.
• Lead the assessment/ research studies as per work plan and
o Develop study protocol and guide.
o Guide consultants on study methodology, analysis framework, and study tools.
o Monitor the progress and take necessary interventions.
o Review and finalise documents and share final report with Reporting Officer (concept note, study tool, study report, presentation)
• Identify best practices and innovations within States and districts and support States/UTs to document it.
• Preparing technical briefs, operational and technical guidelines, notes, reports, presentations, case studies, and training material, as required, and ensuring appropriate dissemination of the same.
• Prepare response for the various queries and RTI received.
• Mentoring Consultants and Junior Consultants in respective work areas
• Maintain database of all relevant documents and data related to allocated work area.
• Undertake other assignments, which may be assigned from time to time by the Reporting Officer.

Qualifications, skills and experience

Only full-time regular bachelor’s degrees (minimum 3 years) and full-time regular Postgraduate qualifications (minimum 2 years), wherever applicable, shall be considered. Diploma, certificate, Executive programmes, and qualifications obtained through distance, online, part-time, correspondence mode, etc shall not be considered. Only post-qualification experience shall be counted.

Qualifications:
• MBBS/ BDS/ B.Sc. Nursing/ Bachelor of Science (any stream)/ Bachelor of Engineering/ BA- Economics with a full time 2 years post-graduation in any one of the following:

Post-Graduation:
1. Master of Public Health (MPH)
2. Postgraduate in Community Medicine/ Preventive & Social Medicine
3. Postgraduate Degree/ Diploma in Public Health Management
4. Postgraduate Degree/ Diploma in Healthcare Administration
5. Postgraduate Degree/ Diploma in Health/ Hospital Management
6. Post Graduate Degree/ Diploma/ MBA in Personal Management
7. Post Graduate Degree/ Diploma/ MBA in HR Management

Experience:
• At least 5 year of post qualification experience in public health sector. Preference would be given to those who have practiced medicine in PHC/blocks or have been part of NHM.
• Work experience/Competence in the area of planning for health or health systems strengthening / Human Resources for Health particularly at National/ State level would be an advantage.

Skills:
• Understanding of Human Resources for Health and other health issues in Indian context
• Computer proficiency with high level of familiarity with commonly used packages like MS Word, Excel, Power Point. Internet savvy- i.e., good at web surfing to search relevant data and documents.
• Excellent writing and analytical skills
• Understanding of research and knowledge of qualitative and quantitative research methodologies
• Able to triangulate and analyse data (qualitative and quantitative) and prepare report
• Ability to work in a team setting and mentor team members.
• Ability to work on different assignments simultaneously to meet the timelines for assignments.

Other important qualities:
• Essentially an avid and fast learner
• Passionate and motivated to work on public health issues and is open to learning, motivated to work and complete assigned tasks on time
• Flexible to put in hours beyond the usual office timing to finish the task on time
• Good at follow through practices and a penchant for quality and finishing the work on time
• Willingness to travel to states and districts to provide technical assistance.

The above roles and responsibilities, qualifications, skills and qualities are required to succeed at work in NHSRC. The selection process comprises of written test (Objective and subjective), analytical test, computer proficiency and personal interview, about which the candidates who meet the criteria laid above, would be informed separately.

Written Test Condition: If the recruitment process includes a written test, a minimum qualifying mark will be 70%. However, if the number of qualifying candidates is high, a ratio of 1:5 will be adopted for 1 vacancy; the top 5 candidates will be considered. In case 2 or more candidates qualify with the same marks, all such candidates will be considered.

Age Limit: Up to 50 Years (as on the date of receiving the application)

Work Location: New Delhi; Opportunity to gain hands on experience of public health canvas of states and districts.
Travel to states and districts will be involved.

Remuneration Range: Between Rs. 90,000/- to Rs. 1,50,000/- (*Fee offered within the band will be commensurate with qualification and experience.)

Other Benefits: In addition to the renumeration mentioned above, Consultants of NHSRC are entitled to Free Accidental insurance, Subsidized Medical insurance, Mobile bills reimbursement, Laptop reimbursement (As per NHSRC Policy), 30 days Consolidated leave, fully paid Maternity leave (For Female Consultants) as per Government of India policy, performance linked increments, TA/ DA and per diem for on-duty visits.
Duration of Contract: Contract till 31st March 2028 with further extensions of similar duration (subject to satisfactory performance)
