Organizational Background:
People’s Rural Education Movement (PREM) is a secular, humanitarian, non-political and non-governmental organization working for the development of Adivasi (indigenous), Dalit, Fisher folk and other marginalized communities of Odisha and other states of India. PREM with the technical and financial support of the United Nations Population Fund (UNFPA) is working to adopt a systems strengthening approach to ensure that young people and adolescents are benefited from the implementation of the large sector programmes in health and gender.
About the project
UNFPA has been identified as a Technical Support agency by MoHFW, GoI for rollout of the new contraceptives (Subdermal Implants and SC-DMPA) in Odisha. UNFPA in collaboration with the Directorate of Health & Family Welfare (DoFW), Government of Odisha has made a significant stride in the initial pilot roll out of contraceptives implants and DMPA-SC. Taking this forward, UNFPA is supporting to build on the lessons learned so far, address the identified key gaps and undertake the expansion of the programme to the new districts. The project aims to achieve a significant increase in the uptake of contraceptive implants in the target districts, ultimately contributing to reduced unmet need for family planning, and greater gender equity.
Job Description
The Family Planning Counselor-cum-Coordinator will be based at the Medical College and Hospital (MCH) or District Head Quarter Hospital (DHH) in one of the implementing districts of Odisha and will primarily be responsible for strengthening counseling to achieve a significant increase in the uptake of contraceptive implants in the target districts, monitoring, and coordinating with the relevant stake holders and beneficiaries. This will involve working closely with the District Health Officials, Front Line health workers and service providers working under National Health Mission and Department of Health & Family Welfare, GoO. Reporting to the Program Manager or designated officials by PREM, the consultant will also ensure the smooth execution of project interventions by liaising with the State Family Planning Technical Support Unit (TSU).
As an important part of the team, the consultant will provide high-quality counselling services focused on increasing the uptake of family planning methods, particularly Subdermal Implant (SD-Implant) services. The FP Counsellor will engage with eligible couples and women in both postpartum and interval periods, ensuring they have adequate information to make informed decisions about contraception. The FP counsellors are also required to travel to all SD-Implant sites in allocated districts to support in SD-Implant roll-out.
Key Deliverables:
1. Providing Counselling
• Provide comprehensive family planning counseling to women and couples, focusing on the advantages, procedure, side effects, and follow-up of SD-Implant along with other contraceptive options.
• Ensure informed choice by presenting all available family planning options to the client, while giving special emphasis to the SD-Implant.
• Counsel postpartum women (within 48 hours of delivery) and those attending antenatal clinics about SD-Implant.
• Identify and target women eligible for interval SD-Implant insertions in gynecology outpatient departments (OPD), post-abortion care, and other appropriate service delivery points.
2. Client follow up and retention
• Follow up with clients who have opted for SD-Implant to ensure proper care, provide support for side effects, and track client satisfaction.
• Maintain a robust follow-up system for reminders on follow-up visits, particularly for clients who may experience complications or need removal of the implant.
• Coordinate with other healthcare providers to ensure proper referrals for SD-Implant removal or management of complications.
3. Awareness and Demand Generation
• Conduct awareness sessions in antenatal care (ANC) clinics, postnatal care (PNC) clinics, and community health outreach programs to promote SD-Implant and other family planning methods.
• Engage with local community leaders, Accredited Social Health Activists (ASHAs), and Anganwadi workers to identify and refer potential clients for family planning counseling, with a focus on SD-Implant.
4. Capacity Building:
• Assist in organizing and conducting training sessions for staff on FP counseling, focusing on implant counseling and service delivery.
• Mentor and support other facility staff in integrating family planning services, especially SD-Implant counseling, into routine maternal health services.
• Support the State Technical Support Unit in planning and organizing the Orientation Sessions for the Data Managers, Programme Managers and other Health Officials.
5. Data Collection and Reporting:
• Maintain accurate client records, including demographic data, type of contraceptive chosen, follow-up visits, and any complications related to SD-Implant.
• Submit monthly reports to the facility in-charge on SD-Implant insertions, follow-up, and client feedback.
• Ensure that client data is accurately reflected in HMIS/DHIS2 as per guidelines.
• Keep a track of the active service providers and ensure capacity building in coordination with the State Family Planning Technical Support Unit upon need.
6. Collaboration and Coordination:
• Work in close coordination with Service Providers, District Health Officials and the State Family Planning Technical Support Unit team to ensure seamless service delivery of SD-Implants.
• Coordinate with the state technical unit to enhance the availability and quality of SD-Implant services at the facility.
• Ensure availability of the New Contraceptives in the Facility in coordination with the State TSU.
7. Reporting and Documentation
• Write monthly, quarterly and annual progress reports.
• Document case studies and good practices being undertaken in the field.
• Write and share a visit report of each field visit.
• Ensure 100% timely and accurate submission of reports, including client data, counselling sessions, insertions, and follow-up visits.
• Maintain client data accuracy at 95% compliance with HMIS/DHIS2 requirements.
8. Any other Assignment to meet the project objectives
• Carry out any other related duties as may be assigned by PREM Odisha.
Qualifications :
• Degree in Nursing, social work, sociology or a related field.
Knowledge and Experience:
• Minimum of 2 years of experience in family planning counseling or maternal health services.
• Proven experience in FP counseling, especially related to LARC (Long-Acting Reversible Contraception) methods like SD-Implant.
• Strong interpersonal skills and the ability to engage with clients from diverse backgrounds.
• Knowledge and understanding of the cultural, social, and economic context of Odisha, including written and oral knowledge of Odia
• Strong analytical and problem-solving skills, with the ability to develop and implement effective solutions.
• Proficient in MS Office and other relevant software.
Languages:
Fluency in written and spoken of the Local Language and English. Knowledge of Hindi will be an advantage.

Nature Of Engagement
The Consultant shall be hired on a consultancy contract through PREM.
Monthly Consultancy Fees & Allowance:
• PREM will pay a monthly Consultancy Fees of INR 35,000/- (Thirty-five Thousand) subject to deduction of TDS as applicable and INR 2500/- for Laptop & Communication Allowance against certified Invoice and Activity Report by the designated official.
• Reimbursement of DSA & Accommodation for any official travel will be made as per the Travel Policy of PREM.
Duration:
The selected candidates shall be appointed initially till September 2026. Contract may be extended subject to satisfactory performance and availability of funds.
