Advanced HIV disease (AHD) and AMR program, Patna
DWBI operates a 42- bedded in-patient facility for the treatment of life-threatening conditions associated with advanced HIV disease, in Guru-Gobind Singh Hospital (GGSH), Patna. The facility provides free-of charge, comprehensive in-patient care including evidence based medical treatment, access to diagnostics and anti-microbial resistance testing, nutritional support, mental health care, health education, palliative care and link to social support.

PURPOSE OF POST:
Supporting the drug supply management in the designated facilities under the supervision of project Pharmacy supervisor of the project and according to DWBI health policies and protocols, in order to contribute in the guarantee of the proper management and distribution of drugs and medical devices.
FUNCTIONAL AND HIERARCHICAL LINES
Hierarchically reports to Pharmacy Supervisor and functionally accountable to Mission Pharmacy Manager.
ACCOUNTIBILITES
• In cooperation with the Pharmacy Manager, assisting in the supervision, management and control of the medical stock in the project in order to avoid ruptures, losses and gross overstock of drugs and other supplies and overseeing and monitoring its storage conditions.
• In cooperation with the Pharmacy supervisor, assisting on a monthly basis with preparation and approval of order requests, ensuring they are completed in timely manner to prevent unnecessary orders in between. Following up on drug ruptures.
• In cooperation with the Pharmacy Supervisor and other DWBI team members, assisting in the supervision, management, follow up and control of medical/supply stock in the DWBI office, expat houses, and DWBI cars. This includes physical count, ordering and monitoring of expired dates.
• Assisting with the collection of consumption from facilities on at least a monthly basis and collecting data about number of patients. Cooperating with and assisting the Pharmacy Manager in all related monthly reports, and under the Pharmacy Manager’s supervision, communicating and providing medical data to relevant DWBI team members
• Improving and following up the monitoring systems in place.
• Supporting the MoH counterparts in their responsibilities regarding monitoring of drug consumption, stock management and preparing/receiving orders.
• Perform cleaning and minor maintenance for biomedical equipment used. Following the user manual and protocols and alert supervisor in case of malfunctioning.
• Assisting in preparing and organizing training sessions for DWBI staff.
• Providing programs continuity during supervisor’s absence and handovers; sharing knowledge of program with incoming staff in a timely, accurate and efficient manner.
DWBI Section/ CONTEXT SPECIFIC ACCOUNTABILITIES
Storage
• Ensure proper storage, classification and organisation of drugs, lab and medical material according to DWBI protocols.
• Ensure in cooperation with logistics department that temperatures, humidity and light exposure (including cold chain) are in accordance with drugs in pharmacy using standard tools, like daily control of temperature. Immediately report any problem or request to Logistic and PMR Patna
• Ensure that there is enough space available for receiving and checking orders
Stock Management
• Ensure efficient management of stock depending on drug consumption done or based on study requirement.
• Ensure that materials are taken out of warehouse/pharmacies following proper procedures.
• Follow up movements of drugs and material, i.e. entry, exit, destination.
• Keep record with files about all drugs, lab and medical material according to protocols.
• Update stock files (i.e. stock cards and Isystock) upon arrival of new orders or when preparing a supply to send.
• To Carry out monthly physical inventories.
• In cooperation with Project Pharmacy Supervisor to assist in inventory analysis and ensuring stock accountability.
• Know colour and normal aspect of all drugs in order to identify possible deterioration.
• Keep record of all drugs dispensed with reference details of prescriptions and patients as per the specific requirement of the regulatory framework of the state and country.
• In cooperation with the project pharmacy spervisor to perform thechnical reception of the items received from the co-ordination and Keep record of drugs based on manufacturing site.
• Keep special record and management of key drugs like AmBisome etc. from MoH supply.
• Keep documentation which meets clinical trial management audit if any.
Supply
• Participate in the realisation of national and international orders in collaboration with the Project Pharmacy Supervisor & Mission Pharmacy Manager.
• Supply drugs to patients according to prescriptions explaining them the way they should take their drugs and how to maintain them.
• Ensures confidentiality of patients.
• Ensures an adequate supply drugs and medical material to supported pharmacies according to orders and stocks using cold chain, when needed.
• Check quality and state of orders received checking always package status, packing lists, expiry dates and batch numbers.
• Monitor and analyse orders of depending pharmacies in order to avoid ruptures of stock or having expired drugs.
Hygiene and Security
• In collaboration with Logistics Department, apply hygiene and security procedures by cleaning, controlling pests and rodents, etc.
• Always use required clothes and equipment, i.e. white coat, gloves, etc. according to protocols.
• In cooperation of Pharmacy supervisor and log/watsan team, ensure proper management of expired drugs (reporting and destruction).
• In cooperation of Pharmacy supervisor and log/watsan team ensure proper disposal of expired medicines according to DWBI safety standards and waste management protocols in cooperation with logistics department.
• Always keep closed and locked all areas of warehouses and storerooms when not in place.
• Do not allow people not related to pharmacy management enter in those areas without prior authorization.
Reporting
• Report drugs and lab consumptions and medical equipment dispensed according to protocols.
• Report regarding any quality complaints, theft or incidents from the End-User Unit and the DWBI facilities.
• Prepare previewed needs of drugs and medical material for medical orders and work together with logistics department in order to have orders placed in time to avoid ruptures of stock.
• Inform Pharmacy supervisor/line manager of possible ruptures of stock or drugs that are close to expiring drugs and collaborate in required action needed as per protocols.
• Inform Pharmacy supervisor/line manager about any unusual or unexplained consumption or use of drugs and collaborate in required actions needed as per protocols.
• Inform line manager of any problems that might be linked to work of pharmacy staff as well as problematic equipment or material (ex. broken, missing).
Others
• Performing any other professional tasks as required by the Supervisors.
• In cooperation with Pharmacy supervisor and other DWBI team to support prescription audits. • In cooperation with Pharmacy supervisor and other DWBI team to support Pharmacovigilance.
• Ensure rational drug use and performing ward rounds for checking the accountabilities of medical items supplied.
• In cooperation with pharmacy supervisor support in the licensing with the drug regulatory authorities.
• To ensure good documentation practices with respect to the project Pharmacy related documentation.
• Maintains a flexible approach and responds to the needs of the project even outside of this job description.
• To assist in the assessment of humanitarian needs and emergency interventions arising in the region and if needed, showing flexibility, adaptability and commitment.
• To respect MSF internal regulations, the contract and the present job description.
REQUIREMENTS
Education
Qualified Pharmacist (holding a Diploma in Pharmacy or Bachelor's in pharmacy with valid Pharmacist registration with State Pharmacy council, registration with Bihar pharmacy council will be preferred)
Experiece
Experience collaborating with local pharmacy systems (MOH and private) is an asset Demonstrable experience in supervising and training others in a team setting.
Languages Knowledge
Mission Language essential; Local working Language Desirable.
Excellent written and verbal communication skills. And also good computer skills: MS word, MS excel.
