Advanced HIV disease (AHD) and AMR program, Patna
DWBI operates a 42- bedded in-patient facility for the treatment of life-threatening conditions associated with advanced HIV disease, in Guru-Gobind Singh Hospital (GGSH), Patna. The facility provides free-of charge, comprehensive in-patient care including evidence based medical treatment, access to diagnostics and anti-microbial resistance testing, nutritional support, mental health care, health education, palliative care and link to social support.

PURPOSE OF POST:
To supervise and support the nursing team in the provision of comprehensive, safe, and effective patient care by ensuring adherence to MSF protocols, infection prevention and control (IPC) standards, and hospital procedures; coordinating nursing activities; mentoring staff; and maintaining high standards of clinical practice and patient safety.
FUNCTIONAL AND HIERARCHICAL LINES

ACCOUNTIBILITES
• Perform nursing duties whenever required to optimize available resources and ensure the delivery of safe, high-quality patient care through professional knowledge, skills, and experience.
• Implement and monitor compliance with all clinical protocols, infection prevention and control (IPC) measures, and hygiene standards. Supervise the nursing team to ensure adherence to established policies and quality standards.
• Plan, organize, and coordinate the activities of the nursing team, including duty rosters, annual leave, shift coverage, and management of absences. Conduct staff performance evaluations, identify training needs, and facilitate staff development to maintain high standards of patient care.
• Supervise the management of decentralized pharmacy and medical equipment within the department, in-cluding medication ordering, stock monitoring, storage conditions, inventory management, monitoring of ex-piry dates, safe disposal of expired medications, drug consumption tracking, and reporting of stock discrep-ancies to ensure uninterrupted service delivery.
• Ensure that all staff members using medical devices are appropriately trained and competent. Monitor com-pliance with cleaning, preventive maintenance, and equipment handling protocols, and promptly report any equipment malfunction or damage to the Biomedical focal point and NAM for timely corrective action.
• Coordinate and oversee administrative and documentation activities, including patient admission, transfer, discharge, referral documentation, maintenance of patient records, completion of clinical forms, data collection, statistics, and routine reports to ensure accurate, complete, and reliable information for patient care and program monitoring.
• Prepare and submit timely reports, provide regular updates, and communicate key operational, clinical, and quality-related information to the nursing activity Manager to support effective decision-making and continuous improvement.
CONTEXT SPECIFIC ACCOUNTABILITIES
Clinical and Nursing Management
• Supervise and coordinate the nursing team (nurses and nurse aides) within the assigned department, ensuring effective planning, organization, and delivery of nursing care across OPD, ICU, inpatient wards, and isolation units.
• In collaboration with the Nursing Activity Manager (NAM), develop and manage monthly duty rosters, daily staff allocations, and annual leave plans to ensure adequate staffing levels and continuity of patient care.
• Provide clinical leadership, mentorship, and technical support to nursing staff, promoting skills development in emergency care, Paediatric nursing, HIV care, and other relevant clinical areas.
• Ensure the provision of high-quality nursing care for people living with HIV (PLHIV) and other project-specific patients, supporting physicians in patient assessment, procedures, treatment implementation, and ongoing clinical management.
• Supervise nursing interventions including nutritional screening, medication dispensing, administration of intravenous fluids and injections, and other prescribed nursing procedures in line with MSF protocols, clinical guidelines, and approved prescriptions.
• Ensure correct implementation and follow-up of protocols related to HIV, Visceral Leishmaniasis (VL), tuber-culosis (TB), and other project-specific conditions.
• Coordinate and provide immediate nursing support during medical emergencies in close collaboration with attending physicians.
• Ensure active nurse participation in daily medical rounds, accurate maintenance of patient records, and timely communication of clinical information to the medical team.
• Promote effective communication, teamwork, professionalism, and compassionate, patient-centred care among nursing staff, patients, and caregivers.
• Collaborate with the NAM and Head of Clinical Line (HCL) to ensure systematic assessment and management of pain and other symptoms for admitted patients.
• Support the implementation of palliative care services in collaboration with the NAM and palliative care focal point, with a focus on improving quality of life for patients with advanced or incurable illnesses and supporting their families.
Training, Quality, and Infection Prevention
• Identify competency gaps within the nursing team and organize or facilitate appropriate training, mentorship, and continuous professional development activities.
• Monitor and ensure strict adherence to Infection Prevention and Control (IPC) standards by nursing staff, caregivers, and visitors.
• Ensure compliance with aseptic techniques and safe clinical practices across all patient care activities.
• Supervise nurses in performing authorized rapid diagnostic tests in accordance with MSF, Ministry of Health (MoH), and international guidelines, and ensure prompt communication of results to treating physicians.
• Collaborate with the NAM to conduct regular nursing quality audits and implement quality improvement initiatives based on audit findings.
• Promote and uphold medical ethics, professional conduct, and MSF values within the nursing team.
• Maintain strict confidentiality of all patient information, particularly related to HIV status and other sensitive medical data.
Health Education and Community Support
• Ensure provision and supervision of health education for patients and caregivers on HIV, TB, Kala-Azar, nutri-tion, medication adherence, infection prevention, follow-up care, and other relevant health topics.
• Participate in home visits, when required, as part of the multidisciplinary team to support palliative and community-based nursing care.
• Ensure patients receive appropriate assistance with daily care needs while maintaining dignity, privacy, and respect.
Reporting and Documentation
• Ensure accurate, complete, and timely recording and reporting of clinical and operational data to the NAM and Data Entry Supervisor on a daily, weekly, and monthly basis.
• Supervise the organization, maintenance, and secure custody of nursing records, patient files, registers, and related documentation in compliance with confidentiality and organizational standards.
• Ensure nursing staff accurately document patient care, including nursing notes, registers, patient cards, clinical events, treatment changes, and follow-up needs.
• Ensure comprehensive oral and written handovers are conducted at every shift change to maintain continuity of care.
• Participate actively in departmental, multidisciplinary, and project meetings, contributing to clinical deci-sionmaking and quality improvement initiatives.
• Support data collection, verification, and reporting for operational research, clinical audits, and project moni-toring activities as per organizational protocols.
Medicines and Medical Supplies Management in collabo with Pharmacy
• Ensure understanding and correct implementation of medical stock management systems within the assigned department.
• Supervise management of medicines and consumables through regular inventory checks, monitoring stock movements, identifying discrepancies, and ensuring timely reporting and replenishment.
• Prepare and coordinate daily and weekly requisitions for medicines and consumables from the central phar-macy and stores.
• Ensure accurate maintenance and handover of stock registers during each shift.
• Monitor daily consumption and stock balances to prevent stock-outs and overstocking.
• Maintain accountability for emergency drug cupboards, crash carts, and patient transfer boxes, including expiry monitoring and replenishment.
• Ensure proper storage conditions, stock rotation (FEFO), and safe handling of medicines and supplies in line with MSF policies and national regulations.
• Report damaged, expired, or missing items promptly to the NAM and Pharmacy Department and follow up on corrective actions.
Operational and Safety Responsibilities
• Provide operational support to laboratory and pharmacy services as required to ensure continuity of patient care.
• Contribute to project implementation and multidisciplinary activities in line with project objectives.
• Identify anticipated resource needs and report equipment replacement or procurement requirements to the NAM.
• Ensure compliance with fire safety, security protocols, incident reporting systems, and risk management procedures.
Collaborate with the NAM and Finance Manager to support financial processes related to patient medical expenses and transportation reimbursements, ensuring accurate documentation and compliance with organizational policies.
• Ensure all Accidental Exposure to Blood (AEB) incidents are immediately reported, and coordinate with the Staff Health Focal Point for risk assessment and initiation of Post-Exposure Prophylaxis (PEP), maintaining strict confidentiality.
• Maintain flexibility to work on a 24/7 rotating roster in accordance with MSF/DWBI regulations and operational needs.
Other Responsibilities
• Perform any other professional duties as assigned by the Nursing Activity Manager in line with operational requirements.
• Demonstrate flexibility and adaptability to changing project priorities, including emergency preparedness and response activities.
• Comply with MSF internal regulations, organizational policies, contractual obligations, and humanitarian principles.
• Promote a culture of patient safety, staff safety, accountability, professionalism, and continuous quality improvement within the nursing team.

Education
GNM or B.sc Nursing diploma essential.
Experience
Essential 2 years of previous hospital working experience as a Nurse or nurse super-visor. Having worked in MSF or other NGO’s is desirable.
Languages Knowledge
Mission Language essential; Local working Language Desirable.
