Request for Proposal (RFP)  
Hiring of a Consultant for Documentation of family-based care interventions and Yuvodaya (Youth Engagement), and development of Action Plan in Chhattisgarh 
 

1. Background
 
The Centre of Excellence in Alternative Care (CEAC) is a Regional knowledge and technical support hub dedicated to advancing child protection and family-based alternative care.
 
Yuvodaya is a youth engagement initiative aimed at empowering adolescents and young people through meaningful participation, leadership development, community engagement, advocacy, life skills, and social action. The initiative supports young people to become active contributors to their communities and development processes. To capture achievements, lessons learned, promising practices, challenges, and impact, a comprehensive documentation exercise will be undertaken across selected districts of Chhattisgarh. The documentation shall examine how the Yuvodaya initiative contributes to the social inclusion, life skills, employability, leadership, and community participation of young adults, including care leavers, and how it strengthens the participation and well-being of children and young adults placed in foster care.
 
To further strengthen the Yuvodaya Initiative, the CEAC invites proposals from qualified individual consultants or consultancy firms to undertake comprehensive documentation of the initiative, with a special focus on the experiences, outcomes, and transition journeys of young adults, including care leavers from foster care.
 

2. Objectives of the Assignment   
  • To Document the initiative; capture stakeholder perspectives; assess contributions to youth empowerment; develop case studies; and produce a dissemination-ready report.
  • To Assess the contribution of the initiative towards preparing young adults, particularly care leavers, for independent living, education, employment, financial inclusion, and community participation.
  • To assess the current landscape of initiative, map and review the existing initiative in the state.
  • To Develop a strategic and operational Action Plan  

3. Scope of Work
 
The selected consultant will:
  1. Review documents, conduct consultations, undertake KIIs and FGDs, collect stories and photographs, analyze findings, and prepare documentation products.
  2. Examine how participation in Yuvodaya has influenced confidence, leadership, education, livelihood, psychosocial well-being, family relationships, and civic engagement among foster children and young adults.
  3. Identify barriers faced by foster children and care leavers and document innovative community responses.
  4. Develop Action Plan for scaling the initiative across the state.
4. Methodology
Conduct a desk review Desk review, KIIs, FGDs, Most Significant Change, Appreciative Inquiry, Outcome Harvesting, and visual storytelling. 

5. Deliverables  
  • Inception Report with detailed methodology, tools, and work plan.
  • Develop Data collection tools
  • Develop Draft Report,
  • Compile 8-10 case studies,
  • Presentation of Action Report at state-level workshop/consultation.
6. Suggested Structure of Final Report
 
Executive Summary, Background, Initiative Overview, Methodology, Findings, Stories, Lessons, Recommendations, Conclusion, and Annexes. 

7. Duration of the Assignment
 
45-70 working days  within six Months from the date of signing the agreement.  

8. Eligibility Criteria and Qualifications  
  • Postgraduate degree in Social Work, public Policy, youth engagement, Child Rights, or related fields.
  • At least 7 years of professional experience in child protection, youth led activities or alternative care systems.
  • Proven experience in policy research, action plan development, and multi-stakeholder engagement.
  • Experience in managing development programs, with mandatory experience in managing adolescent and youth programs.
  • Knowledge of child protection structures, foster care practices and programs in Chhattisgarh is highly desirable.
  • Strong analytical, documentation, and facilitation skills. 

9. Proposal Submission Guidelines
 
Interested applicants should submit the following documents:
 
1. Technical Proposal:
  • Understanding of the assignment and approach.
  • Proposed methodology and timeline.
  • Profile of the consultant or organization, including CVs of key team members.
  • Experience in similar assignments, particularly in Chhattisgarh or other Indian states.
2. Financial Proposal:
  • Itemized budget including consultancy fees, travel, accommodation, and other expenses.
3. Work Samples:
  • Reports or publications from similar assignments (preferably publicly available or with permissions).

10. Evaluation Criteria
 
Proposals will be evaluated based on:
  • Understanding of the Terms of Reference and proposed methodology.
  • Relevant expertise and experience.
  • Quality of previous work.
  • Feasibility and value-for-money of the financial proposal. 

11. Sexual Exploitation and Abuse (PSEA)
 
The Consultant shall take all appropriate measures to prevent sexual exploitation or abuse of anyone by him/her or by any of its employees or any other persons who may be engaged by the Consultant to perform any services under the Contract. For these purposes, sexual activity with any person less than eighteen years of age, regardless of any laws relating to consent, shall constitute the sexual exploitation and abuse of such person. In addition, the Consultant shall refrain from, and shall take all appropriate measures to prohibit its employees or other persons engaged by it from, exchanging any money, goods, services, offers of employment or other things of value, for sexual favors or activities, or from engaging in any sexual activities that are exploitive or degrading to any person. The Consultant acknowledges and agrees that the provisions hereof constitute an essential         term of the Contract and that any breach of this representation and warranty shall entitle CEAC to terminate the Contract immediately upon notice to the Consultant, without any liability for termination charges or any other liability of any kind.
