About LLF
 
Language and Learning Foundation (www.languageandlearningfoundation.org) is a New Delhibased non-profit organization with the vision of enhancing equitable student learning, with a focus on building strong foundational literacy and numeracy skills in their own language and additional languages. As a system-focused and impact-driven organization working on scale, LLF collaborates with state governments to develop and implement high-quality FLN programmes and builds commitment and capacity in the system to sustain them independently. Over the past 11 years, we have improved foundational learning outcomes of 1.4 million children and improved classroom processes of 250,000 teachers and 30,000 teacher educators across 8 states. LLF has been working with 14 languages for demonstrating a multilingual approach to foundational learning. LLF currently works with 7 state governments across the country.

Language and Learning Foundation(LLF) in its current strategic plan commits to continue to strengthen the system to deliver quality foundational learning for all children, build a community of high-quality teaching professionals equipped to effectively enable learning in diverse classrooms, build a strong instructional leadership at the mid-tier to drive foundational learning at scale and enable multilingual education (MLE) in foundational learning approaches and practices for public school systems Equity — in its fullest sense — is not a programme add-on at LLF. The organization is invested in building ecosystem capacity, generating evidence, and driving change. It implements and demonstrates innovative and equitable FLN models including early childhood education in schools, in high-need districts. By 2030, LLF commits to improving learning outcomes of 60 million children and reducing learning disparities in early childhood and primary grades, adopting a comprehensive FLN approach. 
 
Position Description
 
LLF is a system-focused and impact-driven organization dedicated to addressing the foundational learning crisis in collaboration with national and state governments in India. Over the past 8 years, LLF has improved foundational learning outcomes for over 850,000 children and enhanced classroom processes for more than 250,000 teachers and teacher educators across 8 states. Roles and Responsibilities:
 
Coordinate and facilitate gender-inclusive programming in LLF’s state FLN & MLE initiatives:
  • Review existing materials for gender biases.
  • Involve stakeholders to develop inclusive guidelines.
  • Coordinate with Academic, Monitoring and teacher capacity building units at state level to imbue gender responsiveness in active projects  
  • Provide strategic support to the Gender unit at Central level to develop policy, approaches and other related interventions.   
Support state-level Samagra Shikshaand other government agencies including academic institutions in creating gender-inclusive learning materials and training:
  • Provide inputs for gender-sensitive pedagogy training in the state level training programs.
  • Support redesigning of curriculum to reflect diverse gender identities.
  • Collaborate with gender focal point in Samagra Shiksha for embedding gender  
Develop/ Contextualize and Implement a scalable model for gender-responsive FLN classroom:
  • Lead on design development and support implementation of gender-responsive classroom (FLN & MLE) (Demo-G) end-to-end, from conceptualisation to field execution, scalable to multiple contexts and blocks across the state 
  • With implementation team develop annual program plan and budget including implementation frameworks for the Demo G, including visit schedules, teacher nudge sequences, and middle layer stakeholder engagement strategies
  • Create frameworks and tools for promoting gender equality.
  • Support evidence generation including evaluation of programmes for knowledge management and dissemination. 
Training and Capacity Building:
  • Coordinate the design and facilitation of gender training for project staff, partners, and other key stakeholders to build understanding of the approach of a gender integrated FLN programme at state and district level. 
  • Facilitate joint planning and field visits with district and block level monitoring and supporting teams of the education department.
  • Design and facilitate gender attitudinal orientation workshops for government groups at state level, district level and block level.  
Planning and Review:
  • Coordinate quarterly learning and work planning sessions with LLF Demo-G team to assess results and adapt approaches to be responsive and reflective of learning at state and district levels.
  • Conduct monthly reviews of annual plans and progress of academic activities with the District Project Manager and state team.
  • Provide need-based support to the district, state, and central teams for planning, and review of LLF Gender programming.
  • Prepare and submit monthly/quarterly/annual reports on program activities and academic processes to the District Project Manager. 
Monitoring and Evaluation (Data Management):
  • Manage data of all assessments (informal, periodic, third party) and share with the State Manager on a monthly/quarterly basis.
  • Analyze and interpret data in consultation with the state team and share findings with stakeholders.
  • Ensure the achievement of outcomes and outputs as per the timelines in demonstration projects.
  • Maintain a master sheet of all data related to monitoring MLE activities of the program.
  • Design data collection tools (qualitative and quantitative) and lead periodic field studies and assessments across government primary schools in the assigned block(s)
  • Conduct and document classroom observations with a gender lens using structured formats
  • Analyse study data and produce written reports for multiple audiences for communication
  • Review and critically evaluate third-party assessment, engagements, consultations reports. 
Demonstration and Unit Team Support:  
  • Support and Supervise a team of Project Coordinator and Block coordinators in the implementation geographies
  • Build the capacity of team members including the Project Coordinator and field staff through ongoing mentoring, workplan setting, and structured performance review
  • Ensure regular school observations and fill in the monitoring format in Excel or the app for all schools visited.
  • Update data on monitoring visits by officials, BRCs, CRPs, BRPs, BPOs, etc.
  • Document stories of change and impact testimonials from the field and various government stakeholders. Coordinating with central team for documentation of humaninterest stories, development of films
  • Provide inputs for policy briefs/ advocacy notes.
       Government Liasoning and Partnerships:  
  • Maintain strong liasoning with the Gender Coordinator at Samagra Shiksha, activate capacities for Gender Responsiveness in FLN grades
  • Liaise with state-level officials including SCERT, SIEMAT, and district and block education functionaries for program planning, review, and government alignment
  • Support the state team in academic and operational work with the State Project Office and integrate gender responsive lens in the same  
  • Liaison with partner organisations working in the geography to build ecosystem strength.
  • Represent LLF at state and national education forums and produce written reflections and communication pieces. 
Educational Qualifications, Skills and Experience: 
 
Educational Qualifications:
  • Master’s degree (or equivalent) in elementary education or other development-related fields.
  • preferable if the candidate has specialization in gender studies. 
Skills and Experience:
  • Minimum of 4 years of progressively responsible experience in gender-responsive programming in education, including curriculum and material review with a gender lens, and hands-on experience in developing gender-responsive teaching and learning materials and teacher guides.  
  • Experience working with various stakeholders including government functionaries, related to gender equality and women’s empowerment, including governments and partners, is desirable.
  • The candidate should be proficient in communicating, reading and writing in the official state language. Knowing additional languages will be preferred.
