The National Health Systems Resource Centre (NHSRC), New Delhi, on behalf of the Ministry of Health & Family Welfare, is inviting applications from qualified candidates for consultant positions, purely on a contractual basis.

The Consultant will be based at the Bureau of Planning (BoP) Division of the Department of Health and Family Welfare and will work directly under the supervision of the Director/Dy. Director, BoP division.

BoP division handles a broad mix of planning, coordination, and monitoring functions for the Department of Health & Family Welfare, with key work around National Health Accounts estimates, the Central Council of Health and Family Welfare, DAPSC/DAPST coordination, and the Output-Outcome Monitoring Framework. It also supports policy and budget-related tracking, including Economic Survey inputs, gender budgeting, Finance Commission matters, and follow-up on budget announcements. BoP division acts as a nodal point for inter-departmental and external coordination with NITI Aayog, Cabinet Secretariat, WHO, MoSPI, and other agencies through portals such as eSamiksha, IPMP, HLC- Sameeksha, and PRAGATI etc. It also manages special assignments like the PM Surya Ghar Muft Bijli Yojna, Manthan Shivir action points, and Department related Parliamentary Standing committee references, making the division a central coordination and monitoring unit within the Ministry.

The National Infrastructure Enablement Index (NIE-I) is an initiative undertaken by the Ministry of Statistics and Programme Implementation (MoSPI) in collaboration with the Department of Economic Affairs to assess the preparedness and institutional capacity of States/UTs and infrastructure-related Central Ministries/Departments for infrastructure development in India. It evaluates the enabling ecosystem for planning, financing, implementation, and governance. The initiative uses a technology-enabled portal for digitized data submission, automated computation, monitoring, and analytics. It helps identify infrastructure gaps, priority areas, institutional strengths, and implementation challenges. NIE-I is an annual benchmarking exercise with both quantitative and qualitative indicators. It promotes competitive and cooperative federalism through cross-learning and informed policy action.

BoP division’s role is mainly that of a nodal coordination and monitoring division within the Ministry and furnishing required information to Ministry of Statistics and Programme Implementation (MoSPI). In this assignment, BoP would coordinate with the concerned divisions of the Department and other stakeholders for timely data collection, validation, and portal submission; compile and consolidate the Department’s inputs; follow up on action points, observations, and clarifications; and ensure that the Ministry’s assessment under NIE-I is complete, accurate, and submitted to MoSPI within timelines. BoP may also facilitate internal coordination on institutional, policy, financing, implementation, and monitoring parameters so that the Department’s performance is properly reflected in the index.

Roles & Responsibilities of the position
• Assist in executing day-to-day coordination with various programme divisions of MoHFW to collect raw NIE-I data and supporting verification documents.
• Handle the hands-on operation of the NIE-I dashboard and other portals of the division including the digitized upload of validated data, tracking active queries, and flagging pending fields.
• Conduct the initial review and compilation of data received from various sources to check for completeness and consistency before it is escalated for senior sign-off.
• Analyse indicators and identify gaps, strengths, and action points for improving the Department’s performance under the index.
• Assist the Seniors in drafting preliminary notes, briefs, meeting minutes, and status updates regarding NIE-I progress.
• Maintain a systematic, audit-ready digital and physical archive of all submitted data, official correspondence, and source documents.
• Coordinate logistics for division meetings, track action-taken reports, and assist with other assigned portal updates and data management tasks within BoP.
• Liaise with the Ministry of Statistics and Programme Implementation, Department of Economic Affairs, and any other associated stakeholders as required for any project related work of the division.
• Support meetings, consultations, and review sessions, and prepare minutes and action-taken reports.
• Provide support to the BoP Division in other assigned activities involving portal updation, monitoring, and data management.

Essential Qualification and Experience:
• Master’s degree in Statistics / Economics / Mathematics / Commerce / Management / Business Administration / Public Policy.
• Experience in coordination, data analysis, project monitoring, or health sector work, preferably 1 - 2 Years.
• Preference will be given to candidate having working experience of Government Sector.
• Strong computer skills and comfort with Excel, dashboards, portals, and data compilation.
• Good drafting skills for notes, report writing, powerpoint presentation, and briefing material.

Age Limit: Upper limit 40 years as on the last date for submission of application.

Remuneration Range: Between Rs. 60,000/- to Rs. 1,20,000/-*
*Fee offered within the band will be commensurate with qualification and experience.

Other Benefits: Entitlement as per rules by NHSRC.

Duration of Contract: Initial Contract for 1 year (with further extension subject to satisfactory performance).

Written Test Condition: If the recruitment process includes a written test, a minimum qualifying mark will be 70%. However, If the number of qualifying candidates is high, a ratio of 1:5 will be adopted for 1 vacancy top 5 candidates will be considered. In case 2 or more candidates qualify with the same marks, all such candidates will be considered.
