Provision of Prosthesis and Orthosis services for persons with disabilities in Mizoram
 
 Background:   Zoram Entu Pawl is a local NGO based in Aizawl, Mizoram, India, with seven field offices across the state. Since its establishment in 2004, ZEP has gained strong community support, including among host populations, IDPs, and PoCs. The organization works in health, education and livelihood. This is the most appropriate organization that serves people with disabilities in the state of Mizoram, implementing community-based outreach activities and services in various camps. The organization works to create a safe, protective, and enabling environment with dignity for Vulnerable People. The organization works towards improving access to comprehensive maternal and child health services, as well as addressing diseases and conditions of district-level importance in the Northeast. The organization implemented community-based rehabilitation for Persons with Disabilities in 28 Villages of Aizawl and Serchhip Districts of Mizoram. Also, it provided poverty alleviation for people with disabilities through micro-enterprise development programs, as well as assistive products in collaboration with national institutions.
 
Zoram Entu Pawl (ZEP) has been implementing a project with the title ‘Inclusive specialised services for vulnerable persons, including persons with disabilities and injuries or impairments’ in Mizoram since March 2025.The Project aims to enhance access to functional rehabilitation and Mental Health and Psychosocial Support (MHPSS) services while promoting the inclusion of persons with disabilities in Aizwal, Lawngtlai, Champhai, Lunglei and Siaha districts of Mizoram. The project will provide specialised rehabilitation, assistive products, and psychosocial services to local communities and displaced populations. Special emphasis will be placed on assisting individuals with disabilities, injuries, impairments, older persons, children, and women, ensuring their equal access and meaningful participation in society. One of the project's results focuses on enhancing access to functional rehabilitation services through mobile outreach teams that deliver functional rehabilitation, prosthetics, orthotics, and assistive products in target locations.
 
The provision of prosthesis and orthosis is proposed because access to Prosthetics and Orthotics (P&O) services for those in need is insufficient due to high demand and limited availability. People rely to some extent on expensive private clinics. A non-government organisation assists only a small number of individuals, which is inadequate.
 
Objectives      
 
ZEP aims to achieve the following objectives.
  • Delivery of 60 lower limb prosthetic devices to project beneficiaries.
  • Delivery of 100 orthosis for both lower limbs and upper limbs.
  • Compliance with strict quality standards in the production and fitting of devices.
  • Timely and efficient service delivery ensures that beneficiaries receive care within the project’s timelines.
Scope of Work for service provider / vendor        
  • Assessment and Prescription: The service provider organization shall conduct comprehensive assessments and prescribe appropriate prosthetic and orthotic devices for beneficiaries in the project locations. In Aizawl, services for new and follow-up beneficiaries shall be provided through scheduled walk-in appointments, coordinated in advance by the rehabilitation professional. In the remaining project districts—Lawngtlai, Lunglei, Siaha and Champhai—the service provider shall undertake field visits at least once every two months (or more frequently, if required) to conduct follow-up assessments for existing beneficiaries and take measurements for new beneficiaries. The frequency of visits may be adjusted based on beneficiary needs and service demand.
  • Production and Customisation: All prosthetic and orthotic devices shall be manufactured and customized at the service provider's workshop in Aizawl, ensuring high precision and compliance with internationally accepted standards. Newly manufactured devices are expected to be completed and made ready for fitting within three weeks of beneficiary measurement. The service provider will manufacture and customise prosthesis and orthosis, ensuring high precision and adherence to international standards at their workshops.
  • Fitting and Training: The service provider shall undertake field visits to fit the prosthetic and orthotic devices at the project locations and provide the necessary user training, gait training, and functional education to ensure safe, effective, and independent use of the prescribed devices.
  • Quality Assurance: The service provider shall implement robust quality assurance and quality control measures throughout the assessment, manufacturing, fitting, and follow-up process to ensure that all devices are safe, functional, durable, and appropriately fitted to meet the individual needs of beneficiaries.
Location of the actions:         
The service provider will deliver services at their Prosthetic Centre, Aizawl, scheduled walk-in services for Aizawl beneficiaries, and in the project districts of Champhai, Lunglei, Siaha,and Lawngtlai, where field-based assessment, fitting, follow-up, and rehabilitation services will be conducted.
 
Submission Requirements     
 
To apply, interested bidders/service providers must send an email containing:
  • Organization profile(s)
  • Documentation of legal status as a company
  • Copy of PAN
  • Copy of GST
  • Bank Solvency Certificate (optional for both individuals and companies)
  • Insurance certificate (optional for both individuals and companies)
  • Applicants must include a technical and financial proposal (maximum 15 pages) that outlines proposed methodologies and schedule.
  • Evidence of qualifications and experience.
  • A detailed budget and cost breakdown (Annex-1) including delivery charges, GST, out-of-pocket expenses and any other taxes following government rules.
  • Applicants must provide documents demonstrating their experience in rehabilitation and P&O service provision. Acceptable documents include previous contracts, work orders, completion certificates, or recommendation letters from past clients/partners. Applicants must provide documents demonstrating their experience working with different NGO/INGs.
  • Payment conditions should be mentioned in the financial offer.
  • Proposals must be submitted in INR.
  • Interested bidders/service providers who meet the requirements should submit a proposal to zepaizawl@gmail.com on or before 31st July 2026.
Applications that do not include the above will be considered administratively non-compliant and will not be evaluated further.
