The Global Alliance for Viksit Bharat (GAVB) is a landmark social development initiative designed to uplift 200 million Indians living in multidimensional poverty. With a transformative investment, GAVB concentrates efforts on five priority states—Jharkhand, Assam, Chhattisgarh, Odisha, and Bihar (JACOB states)—which are disproportionately impacted by acute poverty.
Health and Education account for 67% of the Multi-dimensional Poverty Index (MDPI). GAVB works closely with state governments to strengthen public health systems, improve service delivery, and enhance community wellbeing. Job Summary:
This Senior Program Manager (SPM), under the guidance of Program Director, supports the state in strengthening Human Resources for Health (HRH) systems through workforce analytics, planning and implementation support across state and district levels. The position involves conducting HRH assessments, analyzing workforce data, supporting preparation of staffing norms, cadre mapping, HRH roadmaps and policy briefs. It also contributes to implementation of HR-related reforms and operational guidelines to advance HR systems strengthening priorities.
The SPM also supports performance management, leadership development and training systems strengthening to improve health workforce capacity and effectiveness. This includes developing KPIs, monitoring workforce performance, supporting review mechanisms and quality improvement processes and coordinating leadership development and training programs in collaboration with government and partner institutions. In addition, the role provides program management support through implementation tracking, field monitoring, stakeholder coordination and documentation to support informed decision-making and effective execution of HRH initiatives.
Key Responsibilities:
Workforce Analytics & HRH Planning
- Support workforce assessments by collecting, validating and analyzing HRH data across state, district and facility levels.
- Develop HR dashboards, workforce projections and analytical reports to identify staffing gaps, vacancies and distribution challenges.
- Assist in preparing staffing norms, cadre mapping and workforce planning documents.
- Support the state in development and periodic updating of HRH roadmaps, implementation plans and policy briefs.
- Support implementation of HR-related reforms, policies, and operational guidelines issued by the state.
- Coordinate with state directorates, district health societies, SIHFW, development partners and technical agencies for implementation of HRH initiatives.
Recruitment, Deployment & HR Systems
- Coordinate implementation of recruitment and deployment initiatives across departments and districts.
- Monitor recruitment status, vacancy positions, onboarding progress and deployment against approved staffing plans.
- Support strengthening of HRMS, Manav Sampada and other digital HR platforms through data validation, user coordination and reporting.
Performance Management & Supportive Supervision
- Assist in developing KPI, monitoring tools and reporting templates for different health cadres.
- Track workforce performance indicators and prepare analytical summaries for state and district review meetings.
- Support implementation of performance review mechanisms and continuous quality improvement initiatives.
Leadership Development & Capacity Building
- Coordinate planning and implementation of leadership development programs across state and district levels.
- Support development of competency frameworks, learning materials, facilitator guides and assessment tools.
- Coordinate training schedules, participant nominations, logistics and documentation in collaboration with SIHFW and partner institutions.
- Maintain training databases and monitor completion, certification and post-training follow-up.
Training Systems & Institutional Capacity
- Assist in development and revision of standardized training curricula, modules, SOPs and job aids.
- Track training coverage, quality indicators, participant feedback and institutional performance.
- Institutionalize Training-of-Trainers models to enable scale and sustainability of capacity-building efforts.
- Align training systems with evolving program needs and health system priorities across the state.
Program Management & Monitoring
- Develop implementation trackers and monitor progress of HRH activities against annual work plans.
- Identify implementation bottlenecks and support timely resolution through coordination with relevant stakeholders.
- Prepare high-quality reports, presentations, concept notes and technical documentation for government and partner review.
- Undertake field visits to districts and health facilities to monitor implementation, validate data and provide technical support.
Essential Qualification & Experience:
- MBA/ Masters in Social Work/Public Health/Rural Management/ Hospital Management/ PGDM from Tier-1 institutions (IIMs/ IITs/ MDI etc.)
- Expertise and experience (at least 8-10 years) in leading and managing HRH, LD and OD interventions.
- Demonstrated experience in Human Resources Management- developing JDs, recruitment, onboarding and performance management.
- Experience on healthcare or institutional reform with consulting firms and state bodies like SHSRC.
- Established track record in successfully engaging with senior leadership in Health Department.
- Experience in developing and designing curriculum, Instructional design, facilitation and people management.
- Proven experience in managing teams, including performance oversight and capacity-building.
- Experience in change management and coaching will be considered an added advantage.
Essential Skills:
- Familiarity with government health policies and programs in India.
- Deep and practical understanding of domain areas such as HR strategy, HR function effectiveness, talent assessment, career paths, performance management, organization design, organizational culture, leadership development and change management
- Demonstrated ability to mobilize Government systems to strengthen national programs.
- Excellent negotiation skills.
- Ability to work in low-resource settings and travel frequently to field locations.
- Proficiency in Hindi and English; knowledge of regional languages is a plus.
- Collaboration with multiple internal/external stakeholders (individual and teams)
- Experience working in dynamic work environments with substantive dose of ambiguity
- Basic level quantitative and qualitative analytical skills
