Basera Samajik Sansthan (BSS) is a community-based organization registered under the Societies Registration Act, 1860 (Registration No. 914). Established in 2011, BSS is a non-governmental organization dedicated to promoting the rights, dignity, and well-being of marginalized communities, particularly LGBTQIA+ individuals and People Living with HIV (PLHIV).

BSS works towards protecting and advancing the rights of transgender persons, advocating for anti-discrimination and hate crime legislation, documenting and addressing gender-based violence, and strengthening HIV/AIDS prevention, treatment, care, and support services.

The organization firmly believes that meaningful engagement of communities most affected by HIV and other co-morbidities in program design, planning, implementation, and monitoring is essential for developing inclusive, effective, and sustainable interventions.

Position Details

The Care and Support Centre 2.0 (CSC 2.0) project is being implemented under Grant Cycle 7 of the Global Fund. Hindustan Latex Family Planning Promotion Trust (HLFPPT) has been designated as the Non-Government Principal Recipient (NGPR) to implement CSC 2.0 across 15 states in India from April 2024 to March 2027.

Under HLFPPT, UPNP Plus has been appointed as the Sub-Recipient (SR) to provide technical and programmatic support to Global Fund-supported CSCs across Uttar Pradesh.

Key Responsibilities

The M&E cum Finance Officer will be responsible for monitoring, reporting, data management, and ensuring the quality and confidentiality of project information. Key responsibilities include:

Collaborate closely with the Project Coordinator and CSC 2.0 team to ensure timely submission of program reports and project data.
Compile, verify, and manage project data using prescribed MIS tools and reporting formats.
Generate and submit weekly, monthly, quarterly, half-yearly, and annual reports to the Sub-Recipient (SR) within stipulated timelines.
Establish and strengthen field-level data collection, validation, and analysis systems in coordination with the project team.
Ensure accuracy, completeness, and consistency of data collected through MIS tools.
Maintain all MIS registers and project databases in both electronic and hard-copy formats.
Ensure effective implementation and continuous improvement of reporting and monitoring systems.
Analyze project data, identify trends and gaps, and provide feedback to the Project Coordinator for informed decision-making.
Prepare data reconciliation statements and action-taken reports in coordination with the project team.
Ensure strict compliance with data confidentiality, data protection protocols, and organizational information security policies.
Maintain regular backups of project data and ensure data safety throughout the project lifecycle.
Support outreach staff in data recording, verification, and field-level validation activities.
Ensure adherence to organizational work plans, project timelines, and quality standards.
Perform any other duties assigned by the Project Coordinator or Program Manager in line with the objectives of the organization.
Qualifications, Experience & Skills
Educational Qualification
Bachelor's Degree in any discipline with a Diploma/Certificate in Computer Applications, Data Management, Information Technology, or a related field.
Essential Skills
Proficiency in MS Office, particularly Microsoft Excel, Word, PowerPoint, Internet, and email applications.
Strong analytical, reporting, and data management skills.
Excellent verbal and written communication skills in English and Hindi.
Ability to maintain strict confidentiality of sensitive information and project data.
Strong organizational, documentation, and presentation skills.
Ability to work independently and collaboratively within a multidisciplinary team.
Preferred Experience
Prior experience in Monitoring & Evaluation (M&E), MIS, data management, or reporting in the development or healthcare sector.
Experience supporting outreach teams in field-level data recording, verification, and validation.
Exposure to HIV/AIDS, public health, or community-based projects will be considered an added advantage.
Salary & Benefits
Salary: ?13,000 per month
Travel Allowance: 1500/-
Communication: ? 300/-
