Background
The MEL Lead will design and operationalize the project's Monitoring, Evaluation and Learning system, ensuring that wet market mapping, risk stratification, training, and health-linkage activities are tracked against agreed indicators and reported accurately to the donor.

Key Responsibilities
• Develop and operationalize the project MEL plan, including indicator definitions, data flow, and reporting timelines aligned to project milestones A-1 to A-8.
• Design and manage a centralized Project MIS integrated with GIS platforms, field monitoring systems, training databases, and referral tracking tools.
• Track core indicators including: wet markets mapped and risk-categorized; baseline KAP and personnel profiling; number of high-risk wet markets enrolled; stakeholders trained/upskilled; personnel trained in biosafety protocols; personnel and community signals trained in trigger lists and IDSP/IHIP community reporting; and percentage of wet market workers linked to public health facilities.
• Design and validate digital data collection tools on the digital application for risk profiling, KAP surveys, and Key Informant Interviews (KIIs).
• Conduct data quality assurance, field monitoring visits, and dashboard-based progress reviews; convene monthly review meetings and stakeholder consultations.
• Lead consolidation and analysis of baseline data drawn from GHMC, FSSAI, and the Urban Planning Department.
• Compile milestone-linked deliverable reports (e.g., Consolidated Risk Profiling Report, KAP and KII Assessment Report, On-Site Coaching and Evaluation Report) for donor submission.
• Lead end-of-project KPI audit and reporting, documenting achievement against targets, implementation barriers, and enabling factors.


Required Qualifications & Experience
• Master’s degree in public health, Statistics, Social Sciences, or a related field.
• Minimum 5–7 years of experience in monitoring, evaluation, and learning for public health or development programmes, preferably including zoonotic disease, disease surveillance, or One Health projects.
• Demonstrated experience with digital data collection platforms (KOBO Toolbox or similar) and MIS/dashboard tools.
• Experience with donor (USG/CDC-funded) MEL frameworks and KPI reporting preferred.

Key Competencies & Skills
• Strong quantitative and qualitative data analysis skills.
• Working knowledge of KAP and KII methodologies.
• Proficiency with dashboard/data visualization tools.
• High attention to data quality, documentation, and donor reporting standards.

Key Deliverables / Performance Indicators
• Functional Project MIS and dashboard tracking all milestone indicators.
• Validated KOBO-based risk profiling, KAP, and KII tools.
• Timely milestone-linked MEL reports (baseline analysis, risk profiling, coaching/evaluation reports, KPI report).
• Final project KPI audit report against baseline targets.
