Background
As technical advisor for the One Health dimension of the project, the Animal Health Advisor will provide veterinary and zoonotic disease expertise to inform risk assessment tools, biosafety upskilling content, and technical linkages with the Animal Husbandry Department.
Key Responsibilities
• Provide technical inputs on zoonotic disease risk, animal-human-environment interfaces, and One Health principles to the risk profiling questionnaire and digital risk assessment tools (KOBO Toolbox).
• Advise on the tier-classification framework and wet market typology used in the Field Work Manual and micro-plan for risk profiling.
• Provide technical content for upskilling modules and the Behaviour Change Communication (BCC) package, particularly on biosafety protocols and zoonotic risk mitigation for wet market workers, inspectors, and vendors.
• Support development and review of the Wet Market Risk Assessment SOP and related biosafety SOPs.
• Serve as technical liaison with the Animal Husbandry Department on zoonotic disease matters relevant to wet markets.
• Provide technical inputs into KAP and KII assessment design and interpretation from an animal/veterinary public health perspective.
• Support training and orientation of Zonal Officers, Field Enumerators, and Peer Champions on zoonotic disease risk indicators and biosafety practices.
Required Qualifications & Experience
• Veterinary degree (BVSc & AH / MVSc) or a postgraduate qualification in Veterinary Public Health, One Health, or a closely related field.
• Minimum 5 years of experience in zoonotic disease control, veterinary public health, or animal health surveillance.
• Prior experience advising on One Health or zoonotic disease programmes involving government/municipal stakeholders preferred.
Key Competencies & Skills
• Strong technical grounding in zoonotic disease epidemiology and One Health frameworks.
• Ability to translate technical/veterinary content into practical field tools and training materials.
• Effective communicator able to work across public health, veterinary, and municipal government stakeholders.
Key Deliverables / Performance Indicators
• Technical inputs incorporated into risk assessment tools and the Field Work Manual.
• Biosafety and zoonotic risk content incorporated into upskilling modules and BCC package.
• Technical review inputs into the Wet Market Risk Assessment SOP and related SOP package.
