Program TARA Family Intervention (TFI)

JOB MISSION
The Case Worker is responsible for end-to-end case management of families at risk of child separation, with the objective of ensuring child safety, strengthening caregiving capacity, and preventing unnecessary institutionalisation.
The role requires sustained engagement with families, close coordination with statutory systems (especially the Child Welfare Committee), and accountability for measurable improvement in family functioning and child well-being across assigned cases.

CASE LOAD
Up to 15 active families at any given time, supported by a Field Worker and program resources.

PRIME RESPONSIBILITIES
END-TO-END CASE OWNERSHIP & OUTCOMES
* Hold full responsibility for assigned family cases from CWC production to planned case closure
* Translate CWC directions into realistic, ethical, and family-centred intervention pathways
* Ensure continuity, consistency, and depth of engagement across the intervention period
* Drive progress toward reduced risk, improved caregiving, and child safety outcomes

RISK ASSESSMENT & FAMILY CARE PLANNING
* Lead holistic assessments covering safety, health, education, psychosocial, legal, and economic factors
* Develop individualised Family Care Plans in collaboration with families and CWC
* Regularly review and recalibrate plans based on family progress, setbacks, or emerging risks
* Ensure decision-making is guided by the child’s best interest and family-based care principles

FAMILY ENGAGEMENT & BEHAVIOUR CHANGE
* Build trusting, professional relationships with parents and caregivers, including resistant families
* Support families to recognise risks, take responsibility, and adopt safer caregiving practices
* Facilitate shifts from crisis-driven survival to stability, planning, and long-term thinking
* Encourage family participation without fostering dependency on the program

SUPERVISION OF FIELD WORKER AND CASE EXECUTION
* Provide clear direction and case priorities to the Field Worker aligned with care plans
* Ensure home visits, follow-ups, and community engagement are purposeful and outcome-oriented
* Review field inputs, observations, and documentation for quality and accuracy
* Support capacity building of the Field Worker through mentoring and feedback

SYSTEM COORDINATION & STAKEHOLDER ENGAGEMENT
* Act as the primary interface between families and systems such as CWC, DCPU, police, schools, hospitals, and legal services
* Ensure timely referrals and effective use of TFI’s partner network across thematic areas
* Advocate for child and family needs while maintaining professional credibility with institutions
* Strengthen coordination to reduce delays, duplication, or system-level risks

STATUTORY REPORTING & CWC INTERFACE
* Ensure accurate, timely, and well-reasoned reporting to the Child Welfare Committee
* Produce cases before the CWC and support families through statutory processes
* Flag non-cooperation, safeguarding concerns, or escalation risks promptly
* Contribute professional assessments that support informed judicial decision-making

CRISIS RESPONSE & SAFEGUARDING
* Respond effectively to emergencies including violence, abandonment, relapse, or health crises
* Activate safeguarding measures in line with legal mandates and organisational protocols
* Balance urgency with judgement to avoid harm through rushed or inappropriate actions
* Maintain child safety as a continuous priority across all stages of intervention

DOCUMENTATION, LEARNING & ACCOUNTABILITY
* Maintain comprehensive, ethical, and confidential case records and progress notes
* Ensure documentation reflects analysis, decision-making, and outcomes—not just activities
* Contribute insights from casework to strengthen program practice and learning
* Uphold organisational child protection, ethics, and data protection standards

PROFILE REQUIREMENTS
Education Qualification
* Master’s degree in Social Work, Psychology, Child Development, Sociology, or a related field
* Formal training in child protection, family systems, or counselling is an added advantage

Experience Requirements
* Minimum 3–5 years of relevant experience in child protection, family strengthening, or intensive case management
* Prior experience working with high-risk or vulnerable families is essential
* Exposure to statutory systems such as CWC, DCPU, police, courts, or government departments preferred
* Experience supervising or closely guiding field-level staff is desirable
