Position: FINANCE AND ACCOUNTANCY MANAGER

PURPOSE OF POST:
Coordinating and supervising the accounting of the mission (accounting, treasury, audit procedures, etc.) according to the instructions of the Deputy Finance Coordinator, and in compliance with legal obligations and DWBI standards and protocols in order to provide quality, reliable and transparent information to the Organization on the use and allocation of resources in the mission.

FUNCTIONAL AND HIERARCHICAL LINES:
Hierarchically and functionally: Deputy Finance Coordinator/HQ-based field accounting referent

SUPERVISES: Finance assistants (x2)

ACCOUNTABILITIES:
• Being responsible for quality and timely accounting for the whole mission e.g. cash procedures, bank accounts, receipts and supporting documents, electronic data entry, consolidation of overall mission accounting, monthly unifield register closing process and documents, ensuring strict respect of deadlines.
• Coordinating and overseeing the monthly and yearly closing of accounts and balance sheet, and reporting the mission's accounting statement through monthly and weekly reports.
• Being responsible for the financial management of donor contracts e.g. preparing and verifying the financial reports to donors, following up and analyzing the need for amendments. Ensuring reporting conditions are met and stakeholders in the mission are informed of their responsibilities (for example, logistics for stock inventory, quotes)
• Technical reference for any accounting-related issue including financial standards and procedures, training and support on the unifield accounting software.
• When it is required, provide on job training on unifield accounting software application and briefing on specific accountancy management (Mission Coordination Team, Administration Managers, Logistics Managers, etc).
• Be part of market assessment committee.
• Focal person for internal auditing.
• Regular project visit and provide support the project finance staff and project management team.
• Backup for Deputy FinCo position.

Context Specific Accountabilities:

Under the direct supervision of the deputy Finance Coordinator: Finance Management of Delhi Coordination office
• Implementing circuits and workflows (management of cash boxes, transfers, advances, purchase procedures, follow up of regular payments, bank reconciliations) in order to anticipate expenses and optimize cash needs and its security.
• Implementing and supervising transactional procedures and systems in order to ensure transparent accounting practices and full traceability (invoices, receipts, bank statements, etc.), according to DWBI guidelines and rules, and using the respective software in place.
• Ensuring the timely execution and control of the monthly and yearly accountancy closure, with due quality and timelines.
• In close collaboration with the Deputy Finance Coordinator and Finance Coordinator, defining, analysing and following-up the project budget, in order to ensure that funds are used according to funding contracts and proposing corrective action if needed.
• Ensuring financial reporting of the Project (Field financial software) monthly closure performed within timelines
• Ensure mission Bookkeeping documents scanning, uploading on SharePoint and archaiving of hard copied as per standard procedure.
• In close collaboration with the Deputy Finance Coordinator, following up all service contracts in projects (premise and vehicle rental contracts, deposits, rent payments, etc.) Ensuring that staff who have financial responsibilities are aware of and comply with local finance procedures, including those related to security.
UNIFIELD (finance/accounting) technical referent in India
• In the designated person of reference for training (both induction, capacity building and refreshers) of finance staff, managers, and Coordinators of the use of unifield software for accounting purposes.
• Is the designated person of contact for technical support and troubleshooting with unifield accounting software with the support of technical reference and accounting department in HQ.

REQUIREMENTS:

Education
• Essential: University degree in Accounting and Finance
• Demonstrated, solid accountancy training and experience-professional accounting qualification.

Experience
• Essential: minimum 2 years previous experience in similar relevant position in India.

Languages
• English, written and spoken essential. Hindi, written and spoken essential.

Knowledge
• Essential computer literacy (word, excel, internet)
• Local accounting standards, essential Tally accounting software, desirable DWBI accounting software, ERP system knowledge, local laws.
