Position Overview:
The Senior lead, Data and Evaluation primary responsibilities will include providing guidance and expertise to program teams on designing, implementing and managing our monitoring and evaluation system for Room to Read programs including literacy pilot program; and support program team in planning, reporting, improving programs’ quality, allocation of resources through provision of observation and reflection from past experiences. The position will report directly to the RM&E Director and will have regular interactions with program staff. This position will be based in New Delhi but will require frequent travel to all areas where Room to Read operates.
Responsibilities:
- In cooperation with the Global and Regional Offices’ Senior Lead, Data and Evaluation to design, implement and analyze annual monitoring activities and facilitate the evaluation process/activities (either initiated by Regional Office (RO) /Global Office (GO) or Country Office (CO) for all projects of Room to Read’s programs (Literacy program and Girls Education and Gender Equity program).
- Lead and develop M&E Annual Plan of action for RtR India, implement the plan and ensure M&E section performance is meeting with CO, RO/GO expectations.
- In cooperation with Program Officers & Associate, State Managers and Program Directors to implement and maintain monitoring and evaluation efforts in each Room to Read programs in India.
- Work with short term external consultants to conduct baseline, mid-term or final project evaluation and compile best practices and lesson learned for sharing, learning and decision making for programs’ quality improvements.
- Ensure that at all time staffs are aware of project KPIs & other M&E tools/approaches and have the abilities to utilize the tools and generate reliable data/information.
- Take initiative or support to all sections in developing/designing tools or format to collect data/ information for evaluations or monitoring purposes, analyzing the data and reporting.
- Synthesize and analyze data and write summary reports by program based on the M&E results.
- Work closely with technical section to provide regular feedback on programs results, impacts and quality of its interventions.
- Ensure that CMT, Technical Team and program staffs have adequate information through receiving internal quarterly summary reports which reflect programs’ ability to achieve its targets, the quality of programs delivered, and recommend the areas that needs more attention and improvement.
- Work with program staff and RO/GO staff to codify best practices for Room to Read’s programs so that they can be shared across existing countries of operation and rolled out in new ones.
- Work with program staff to design internal Implementation Calendar which linked with budget breakdown especially work decentralization to field offices.
- Innovate new M&E systems and projects in order to continuously improve our work in the field.
- Provide information for donor reporting requirements as requested by the program team or Global Office.
- Conduct regular site visits to active project sites to ensure compliance with implementation plans, identify problems, and make needed improvements.
- Stay informed about research and trends in the area of monitoring and evaluation and recommend improvements to our systems, accordingly.
- Supervise the work of team members including Data Management Associates to collect, analyze and report in timely manner and high accuracy.
- Network with other M&E staff of RtR Organization in other countries to find areas of collaboration and knowledge sharing.
- Represent Room to Read in different forums and advocate the importance of our educational work in the developing world.
- Working as the membership of Extended Country Management Team to provide strategic inputs and decision-making.
- Effectively communicate findings from monitoring and evaluations to broad stakeholder network, tailored based on stakeholder priorities and information needs including publication of research findings in national and international journals.
- Perform other duties as assigned by Supervisor.
Qualifications:
Required:
- Master’s degree in education, Social Sciences, Economics.
- Ten years of professional experience in relevant field and sector.
- Proven previous experience in research, monitoring and evaluation.
- Strong technical competence in research and monitoring and evaluation methods.
- Strong operational management ability: a clear focus on results – sets goals, plans and prioritizes effectively, monitors quality and progress of work against plans.
- Strong analytical skills.
- Strong quantitative and qualitative data analysis skills, with proven ability to work with data software packages such as STATA/SPSS/SAS/R or others.
- Experience in data analysis and storytelling.
- Ability to travel frequently to states throughout India.
- Strong verbal and written communication skills in English and Hindi.
- Prior experience living and/or working in rural areas.
- Good knowledge and understanding of education issues, including community involvement.
- Experience in successful implementation of a wide range of tasks.
