The United States–India Educational Foundation (USIEF), established in 1950, is dedicated to fostering mutual understanding between the people of India and the United States through educational exchanges. USIEF scholars are primarily funded by the U.S. Department of State and the Indian Ministry of External Affairs.

USIEF seeks results-oriented candidates with professional experience and a desire to excel for the following position:
Senior Fiscal Officer (Delhi)
Basic Functions of the Position
The incumbent will serve as the Fiscal head of the Foundation under the supervision of the Executive Director (ED). This position provides strategic financial leadership by overseeing all accounting and detailed analysis to support effective financial planning and decision-making.
This is a full-time position (40 hours per week) based in New Delhi.
Major Duties and Responsibilities:
A. Financial Leadership
- Provide strategic financial advice to the Executive Director on organizational performance, sustainability, and risk
- Prepare financial forecasts and annual budget proposals for USIEF activities.
- Monitor risk exposure and mitigation measures and regularly report key risks to the Executive Director.
- Lead digital transformation initiatives through automation and process optimization and maintain a digital bookkeeping system as per accounting norms and USIEF policies.
B. Financial Systems and Controls
- Accountable for the operation and continuous improvement of key finance processes to generate quality, timely, and accurate performance reports, analysis, and recommendations to facilitate effective decision-making.
- Lead on the maintenance and strengthening of the internal control environment to mitigate risks by ensuring compliance with key finance processes, highlighting control weaknesses identified, and making associated recommendations for improvement.
- Supervise and manage all routine financial and accounts activities, including payment processing and voucher verification.
- Supervise timely disbursement of payments to grantees and other service providers.
- Analyze, monitor, and recommend action regarding funds management, including funds on hand, time deposits, and investments.
C. Audit, Compliance and Statutory Reporting
- Supervise and facilitate all audit works - internal/statutory/PF Trust Funds /Utilization Certificates/tax reimbursement certificates.
- Supervise and ensure timely submission of various periodic tax returns, including Income tax, Tax Deduction at Source (TDS), and Goods and Services Tax (GST).
- Prepare financial reports required for finance committees and board meetings.
- Supervise and ensure timely submission of periodic financial/grant reports to the Department of State/ US Embassy/ Government of India/Other Stakeholders.
D. General Management
- Coordinate with Regional Offices for budgets, payments, bank receipts, and other financial matters.
- Propose improvements in USIEF fiscal policies as and when necessary.
- Lead, mentor, and develop the fiscal team, fostering high standards of professionalism and accountability.
- Any other activity as assigned by the Executive Director or Deputy Director in the absence of the ED.
Minimum Requirements
Essential:
- Master’s Degree with a specialization in Finance or a professional degree (MBA/CS/CA/ICWA) from a reputed educational institution.
- Minimum 10 years of Professional / Supervisory experience, of which a minimum of five years of supervisory experience.
Desired:
Experience in a multicultural environment in an educational institution or NGO/Not for Profit Organization.
Skills Required
Essential:
- Excellent oral and written communication skills in English.
- Ability to lead and manage the finance and accounts team effectively.
- An in-depth understanding of the Government of India rules and policies on financial matters.
- Expert knowledge of accounting & auditing standards and Indian tax laws.
- Ability to synthesize data and develop visual and graphical representations for reports.
- Excellent computer skills in working with Tally and MS Office applications, especially Excel, Word, and PowerPoint.
Desired:
- Familiarity with U.S. Government policies on financial matters.
- Familiarity with CSR guidelines.
Employment Type and Compensation:
Full-time, on a regular basis.
Rs. 16.34 Lakhs per annum plus Annual Benefits (approx. Rs. 8.05 Lakhs per annum).
