CONTENT OF TERMS OF REFERENCE
1. Background:
To implement Ending Child Marriage programmes and safeguarding the rights of adolescents with focus on protection issues, the Department of Women and Child Development (DWCD) as the Nodal department as well as District Administrations with high child marriage prevalence rates require technical support. This technical support is directed at strengthening convergence of child protection systems with allied departments like the Dept of Education, Health, ICDS, Rural Development and Panchayati Raj, Police to strengthen an ecosystem to prevent and respond to child marriage.
Mission Vatsalya and Mission Shakti are drawn as a roadmap to achieve development and child protection priorities aligned with the Sustainable Development Goals (SDGs). It lays emphasis on child rights, advocacy and awareness along with strengthening of the Juvenile Justice Care and Protection Systems with the motto to 'leave no child behind' with special emphasis on girls.
