Empanelment of Research and Evaluation Agencies for the period August 2026 to June 2027
About ChildFund India
Since 1984, ChildFund India has worked with underprivileged children, youth, and families in remote, underserved, and hard-to-reach communities. Guided by its vision of “an India where children lead a dignified life and achieve their full potential,” the organization implements integrated, child-centred development programs that address children’s diverse needs throughout their life cycle.
Currently, ChildFund India reaches nearly 7.6 million children, youth, and their families across 1,537 communities in 57 districts spanning 14 states. Through a combination of long-term development programs and short-term initiatives, the organization partners with communities, local organizations, government institutions, and other stakeholders to create sustainable and lasting impact.
Purpose of this Expression of Interest (EOI)
ChildFund India invites Expressions of Interest (EOI) from competent and experienced research organizations, consulting firms, academic institutions, and independent evaluation agencies for empanelment during Financial Year 2027The objective of the empanelment is to establish a pool of technically qualified agencies that can be invited to submit technical and financial proposals for future assignments through limited competitive bidding during the empanelment period.
Empanelment does not guarantee award of assignments. Individual assignments will be awarded based on the specific Terms of Reference (ToR), technical competence, proposed methodology, timeline, and financial proposal

- Baseline Studies
- Midline Assessments
- Endline Evaluations
- Impact Evaluations
- Operational Research
- Feasibility Studies
- Needs Assessments
- Data Quality Assessments (DQA)
- Process Evaluations
Geographic Coverage
- Assignments may be conducted in ChildFund India’s project locations. Agencies must be able to carry out field research through population-based household surveys (quantitative and qualitative) across diverse geographic and socio-cultural contexts.

Scope of Services
- The selected agencies may be required to:
- Develop evaluation design and research methodologies.
- Estimate sample size and sampling design
- Prepare inception reports.
- Design quantitative and qualitative research tools.
- Translate tools into local language (Bilingual tool)
- Obtain ethical approvals
- Recruit and train local field investigators.
- Conduct field data collection in local language
- Supervise data quality assurance.
- Perform data cleaning and validation
- Prepare tabulation plans, statistical analysis and draw inference.
- Conduct qualitative data collection and thematic analysis.
- Prepare analytical reports.
- Present findings to ChildFund India and donors (if needed).
- Submit clean datasets, syntax files, transcripts, and final reports.
Eligibility Criteria:
- Interested agencies should meet the following minimum requirements:
- Legally registered organization in India.
- Minimum five years of experience in development-sector research and evaluation preferably child centered research and evaluation
- Demonstrated experience of working with NGOs, bilateral donors, CSR programmes, or government projects.
- Proven experience in mixed-method research preferably in the areas of child and adolescent health, education, skill development, child protection and climate resilience.
- Strong technical team with expertise in statistics, qualitative research, monitoring and evaluation, and data analytics.
- Ability to undertake multi-state assignments.
- Availability of qualified field investigators.
- Strong quality assurance mechanisms.
- Mechanism in maintaining the data as per the DPDP ACT 2023.
Documents to be Submitted:
- Interested agencies should submit:
- Organization profile.
- Registration certificate.
- PAN and GST registration cerificate.
- Recent audited financial statements (last three years).
- Details of key technical staff.
- CVs of core team members.
- Details of research and evaluations completed during the last five years.
- Client references and client list.
- Three sample evaluation/research reports.
- Technical capability statement.
- Declaration regarding conflict of interest.
- Signed EOI submission form.
- Details of authorized person for communication including phone number, email Id, etc.
- Office address and website details
Duration of Empanelment:
The empanelment will remain valid for one financial year (FY27) from August 2026—June 2027, with the possibility of extension based on organizational requirements and agency performance.
Assignment Process
- For each assignment, ChildFund India will:
- Prepare a detailed Terms of Reference (ToR).
- Invite proposals from the empanelled agencies.
- Evaluate technical and financial proposals.
- Award the assignment to the most responsive agency
Confidentiality:
Empanelled agencies shall maintain strict confidentiality of all project information, datasets, beneficiary information, and reports as per the DPDP act 2023. All intellectual property developed during assignments shall remain the property of ChildFund India unless otherwise agreed.
Submission of Expression of Interest:
Interested agencies should submit their EOI along with all supporting documents to Childfund India centralpurchase2@childfundindia.org . The deadline for the applications is 30th August 2026.
