CONTENT OF TERMS OF REFERENCE(TOR)
1. Background:
Odisha is the second state in the country to endorse the Right to Education (RTE) rules and commit to making the right to learn for every child a reality. In Odisha, 61,565 schools provide education across elementary, secondary, and higher secondary levels. Odisha’s literacy rate is 72.9% with wide disparities in rural-urban (70.2%- 85.7%), SC-ST (69.02 and 52.24), and a gender gap (General -81.6%, - 64%), with greater disparity for Scheduled Tribes (Male - 63.70 - Female 41.2%) as per the 2011 Census. Focused interventions to improve access, participation, enrollment, retention, and learning quality have led to successive improvements in the state’s education system, as seen in PARAKH 2024 and UDISE+ 2024-25.
UN ORGANIZATION Odisha works collaboratively with state government departments, education promotion fora, and non-governmental organizations to deliver results in the best interests of children and adolescents, with respect to every child’s right to learn. Technical support for content development coordination with directorates, stratification, effective monitoring, and evidence generation on adolescent education are gaps. The UN ORGANIZATION Odisha office is, therefore, seeking technical consultancy support for the self-esteem and life skills intervention to streamline, sustain and contribute to system strengthening, engaging classroom practices and adolescent participation in schools.
