Our client is a respected international not-for-profit, that works in public health, to improve the health of disadvantaged communities, across the globe.
3. JOB DESCRIPTION/ RESPONSIBILITIES:
We are looking for Officer- Competency Assessment and certification position will support the design, development, validation, and continuous improvement of competency-based assessment systems for CCC. The role will lead development and validation of MCQs, case-based questions, OSCEs, checklists, rubrics, and scoring tools, coordinate expert reviews and pilot testing; support statistical validation; and ensure systematic mapping of competencies, learning outcomes, assessment tools, and digital systems. The position will also contribute to assessment workflows, SOPs, quality assurance, and digital deployment to ensure standardized, reliable, and evidence-based competency assessment. S/he will be responsible the following tasks:
Key Job Responsibilities:
(1) Develop blueprints for competency assessment tools with balanced coverage and appropriate weightage across competency domains, learning outcomes, cognitive levels, and role-specific requirements;
(2) Review, validate, and refine MCQs, case-based questions, competency checklists, and other assessment tools in line with established assessment and item-writing standards;
(3) Develop scoring rubrics, assessment criteria, and standardized OSCE formats, including station designs, candidate instructions, examiner guides, scenarios, and scoring tools;
(4) Coordinate technical review, expert validation, and feedback consolidation to strengthen assessment tools;
(5) Map CCC roles, responsibilities, assessment workflows, OSCE station processes, and relevant SOPs;
(6) Plan and support pilot testing, including data collection, analysis, and evidence-based refinement of assessment tools;
(7) Support statistical validation, including content validity, reliability testing, item analysis, and other quality assurance measures;
(8) Maintain systematic mapping of competencies, learning outcomes, assessment methods, competency dictionary codes, blueprints, and assessment tools;
(9) Develop and maintain competency mapping sheets, assessment blueprints, question banks, coding structures, and topic- and role-wise assessment mappings for digital systems;
(10) Support the upload, verification, testing, and deployment of validated assessment tools on the digital assessment platform;
(11) Ensure continuous quality improvement through systematic review and evidence-based revision of assessment instruments;
(12) Prepare assessment matrices, validation reports, technical documentation, and other project deliverables related to competency-based assessment;
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualifications and Experience:
(1) Applicants must have M.Sc. Nursing (any specialty), B.Sc. Nursing, MPH, MHA, or other relevant postgraduate qualification with appropriate professional experience;
(2) Minimum 2–3 years of experience in nursing education, faculty development, curriculum implementation, or development of training packages for healthcare professionals, preferably nurses;
(3) Demonstrated experience in developing and validating competency-based assessment tools, including MCQs and OSCEs;
(4) Experience in educational blueprinting, competency mapping, and assessment standard setting;
(5) Experience in competency-based education, simulation-based learning, learning content development, or instructional design will be an added advantage;
(6) Previous experience working on nursing education or health workforce strengthening programs is desirable;
Skills and Competencies:
(1) Sound knowledge of the B.Sc. Nursing curriculum, competency-based education, and competency frameworks;
(2) Understanding of curriculum planning, instructional design, and competency-based assessment, including Bloom's Taxonomy and Miller's Pyramid;
(3) Strong clinical knowledge and technical writing skills, with experience in developing technical documents, training materials, facilitator guides, and program reports;
(4) Strong analytical skills, including educational assessment and statistical analysis;
(5) Excellent communication, presentation, stakeholder coordination, and facilitation skills;
(6) Ability to work collaboratively with multidisciplinary teams, manage multiple assignments, and deliver high-quality outputs within tight timelines;
(7) High attention to quality, accuracy, and detail;
(8) Proficiency in Microsoft Office applications;
(9) Willingness to travel up to 30% of the time, as required;
5. Compensation Offered: Gross compensation budgeted for the position is attractive. Please note that the offer made to the selected candidate shall be commensurate with qualifications, experience, and salary history

8. NATURE OF Engagement:
The selected candidate shall be engaged as a Fixed Term Employee (FTE) on the rolls of SAMS, a third-party payrolling agency, for a full-time engagement initially offered for a period of three months. The FTE is extendable based on performance and project requirements.
