Plan India reserves the right to:
- Accept or reject any proposal, in whole or in part, without assigning any reason.
- Cancel or modify this TOR at any stage without obligation or liability to any bidder.
- Disqualify any bidder that provides misleading, false, or incomplete information.
- Negotiate separately with one or more bidders, or issue a revised TOR.
- Request additional information, clarifications, or presentations from shortlisted bidders.
- Award the contract to the bidder offering the best overall value, not necessarily the lowest cost.
