Organisational Background:
People’s Rural Education Movement (PREM) is a secular, humanitarian, non-political and non-governmental organization working for the development of Adivasi (indigenous), Dalit, Fisher folk and other marginalized communities of Odisha and other states of India. PREM with the technical and financial support of United Nations Population Fund (UNFPA) is working on social empowerment of women through women SHGs of Mission Shakti department across all the districts of Odisha.
About the project
The collaborative project with Dept of Mission Shakti covering all 30 districts, aims to empower members of Women’s Self-Help Groups (WSHGs) by enabling women to lead safer, healthier, and more empowered lives by improving their Sexual and Reproductive Health and Rights (SRHR), addressing Gender-Based Violence (GBV), and building their digital and financial literacy. Key objectives include promoting digital and financial skills for socio-economic development, raising awareness of rights and entitlements to health and wellbeing, and fostering partnerships with reputable institutions for knowledge management and technology transfer.
Job Description
The District Coordinator will be based in one of the implementing districts of Odisha and will primarily be responsible for planning, implementing, monitoring, and coordinating project activities at the district and block levels. This will involve working closely with the Department of Mission Shakti, the Department of Women and Child Development (WCD), and the Government of Odisha. Reporting to the State Program Manager (SPM) or any designated officials by PREM, the District Coordinator will also ensure the smooth execution of project interventions by liaising with district-level officials and WSHG federation leaders.
Key Deliverables:
The consultant will be responsible for:
1. Project Implementation and Coordination:
• Ensure timely implementation of project interventions in the assigned district.
• Facilitate directives from district-level officials for smooth project activities.
• Work in close coordination with concerned government department for effective project implementation.
• Ensure proper communication, coordination, and harmonization with different stakeholders.
• Collaborate with partner government departments and organisations for effective project execution.
• Ensure implementation of activities for strengthening coordinated responses for addressing Gender Based Violence.
2. Training and Capacity Building:
• Plan, facilitate, and monitor activities at district and block levels as per the work plan.
• Lead and conduct need assessments and program-related assessments as needed.
• Assist PREM Team in identifying the training venues in co-ordination with the field functionaries.
• Ensure capacity building of the stake holders and beneficiaries for addressing Gender Based Violence.
3. Monitoring, Evaluation, and Reporting:
• Develop and update the M&E plan ensuring regular updates on progress results.
• Support the collection and analysis of case stories, best practices, and lessons learned, ensuring they are captured in a timely reporting system.
• Provide information, progress data, and other required project-related details to PREM, the SPM and partners.
• Ensure the timely preparation and submission of project-related documents and reports from districts and blocks.
• Plan and execute joint cross-learning and monitoring visits, ensuring participation from stakeholders, beneficiaries, and others.
• Conduct field visits and ensure timely reporting of any challenges in implementation of the programmes.
4. Administrative and Compliance Management:
• Ensure proper administrative work in compliance with PREM's policies, guidelines, and procedures.
• Meet programmatic and financial compliance of PREM while planning and implementing project activities.
• Co-ordinate with Key field functionaries of the Mission Shakti Department and SPM, PREM in smooth disbursement of Incentives.
Others:
• Carry out any other related duties as may be assigned by PREM Odisha.
Qualifications and experience:
Education:
Master’s Degree or equivalent in any Social Sciences or any related area.
Knowledge and Experience:
• 1-2 years of field experience in the implementation of development projects, preferably in gender and women empowerment. Preference to candidates who can demonstrate passion and commitment to learning
• Experience in project management, including planning, implementation, monitoring of activities, multi stakeholder coordination and risk analysis.
• Knowledge and understanding of the cultural, social, and economic context of Odisha, including written and oral knowledge of Odia
• Strong analytical and problem-solving skills, with the ability to develop and implement effective solutions.
• Proficient in MS Office and other relevant software.
Languages:
Fluency in written and spoken English and Odia. Knowledge of Hindi will be an advantage.

Nature Of Engagement :
The position shall be hired on a consultancy contract through PREM.
Remuneration:
A lump sum amount of INR 40,000/- per month will be paid as consultancy fees and communication allowance Rs.500/-. Reimbursement of DSA & Accommodation (if any) will be made as per Travel Policy of PREM.
Duration:
The selected candidates shall be appointed initially till December 2026. The contract may be extended subject to satisfactory performance and availability of funds.
