POSITION SUMMARY
The Associate Director, Finance and Operations will serve as the head of the India OCFO team and will be responsible for overall leadership, management, oversight and control of all the shared services functions of the Country Office and its projects. These functions include – finance and accounting, contracts and grants, procurements, people & culture/HR, travel and administration, and IT. The Associate Director will ensure the achievement of all financial control and performance objectives in accordance with requirements of FHI 360 and its funding agencies in coordination with the FHI 360 India Country Representative, Project Director/s and Technical Director/s. Provides leadership and technical guidance for compliance with Indian legislation. Selects, develops and evaluates personnel to ensure the efficient operation of the function. Reviews and approves recommendations for financial planning and control, providing relevant fiscal information to executive management team. Develops and manages internal financial audits and controls. Develops formal reporting system to communicate all matters related to shared services functions to the OCFO and Country Representative, and to the regulatory compliance agencies, as applicable. Represents FHI 360 externally to donors, governments, vendors/agencies, sub-grantees and sub-contractors, on all matters related to shared services.
KEY RESPONSIBILITIES
- Lead the finance, contracts management services (CMS), procurements, admin, HR, IT systems, controls and functions for the India Country Office to ensure smooth execution of its portfolio of projects.
- Ensure all activities related to financial management, CMS and procurements are carried out in conformance with policies and procedures established by FHI 360 and funding sources. Provide regular guidance on procurement and CMS to country office program, technical and finance/CMS teams to ensure full compliance.
- Provide oversight of financial management areas including accounting, payments, reporting systems and procedures for FHI 360 India Country Office.
- Manage and monitor the various controls and financial measurements for the projects including budget limits, obligations, burn-rates, pipelines/forecasting on an ongoing basis.
- Directly responsible for ensuring all legal compliances including registration; taxation, auditing (internal and external), FCRA, and others (as applicable).
- Support the Country Representative in HR/People & Culture functions for the Country Office including staff planning, hiring, retention and separation of staff and consultants as per FHI 360 guidelines; oversee payroll management, ensure safety and security of staff, and ensure adherence to safeguarding policies under the guidance from the Country Representative.
- Oversee the administrative functions of the Country Office to ensure smooth and efficient functioning and maintain a conducive, safe and efficient work environment for staff and consultants.
- Review and design appropriate workflow systems, procedures and processes that ensure efficiency and effectiveness of the shared services support functions. Develop and implement process improvement plans for the department to ensure and strengthen financial controls and operational procedures.
- Coordinate with related staff at FHI 360 Asia Pacific Regional Hub (APRH) in Bangkok, FHI 360 Headquarter offices in D.C. and North Carolina, to ensure that project budgets, and accounting and fiscal control and HR/People & Culture procedures are implemented effectively in the India Office.
- Facilitate external auditors on their annual auditing work or special assignments, clarify any issues arising from audits and finance & accounting (F&A) reviews conducted for the India Office and implementing partners.
- Assist Country Representative and Project Director to manage the development and review process for sub-agreements, contracts and amendments awarded from the country office.
- Guide and oversee transparent and cost-effective procurements related to project deliverables and country office operations, strictly adhering to procurement thresholds and guidance as laid-out by FHI 360.
- Direct the provision of formal and informal technical assistance to implementing partners and subcontractors on issues of financial management and FHI 360, and donor policies and procedures.
- Represent FHI 360 in external functions as needed at the national, regional and sub-national level. Serve as the focal person for regular communication with the funders on all matters related to financial compliances, including to ensure country office is up to date on their policies affecting the FHI 360 programs.
- Carry out tasks as identified in the FHI 360 business and operational plans, identify and explore further areas of interest to FHI 360, and contribute to the growth and diversification of the FHI 360 portfolio.
- Serve as a member of the FHI 360 India Senior Leadership Team to develop country program strategy, business plans, operational plans and budgets.
- Provide leadership in the application and interpretation of FHI 360, local statutory and regulatory requirements and other donor rules, regulations, policies and procedures.
- Perform other duties as assigned by the Country Representative or Project Director or supervisor or FHI 360 APRH and HQ Global Operations and Services (GOS) team.
REQUIREMENTS
- Master’s degree in finance, accounting, commerce, business administration, or a related field with a minimum of 10+ years of progressive senior leadership experience in finance management, procurement and grants management for donor-funded programs.
- Priorexperienceinseniormanagementpositionsinrelatedorganizations particularly in INGOs
- managing complex and large projects, teams and shared services functions.
- Proven experience and performance in program development, managing complex and high value procurements, grant making and grant management with INGOs.
- Abilitytoworkinteamsandcreatecollaborativeteambuildingenvironment. Ability to supervise a team to meet departmental and organizational strategic goals. Ability to influence, motivate, and negotiate.
- Experiencewith funders (US governments and others) rules, regulations and requirements
- Proactive in managing multiple tasks, and flexible and open to managing time working with different teams in different time zones as needed.
- Excellent interpersonal, organizational, communication, coordination and collaboration, team building and management, and problem-solving skills.
- Experience using Microsoft Office tools (Word, Excel, PowerPoint, Teams, Outlook, SharePoint, etc.) an advantage.
- Excellent oral and written English and Hindi including documentation skills.
