About CML and the Programme: CML works in Assam and Tripura on Water, Sanitation and Hygiene (WaSH), rural upliftment and education. The Integrated Community Managed Flood Resilience Program aims to help flood-affected communities in Cachar district access safe drinking water, safe sanitation and better menstrual health during and after floods. Over 30 months, the programme plans to cover about 30 villages and 9,000 households through:

• Community-owned raised hand pumps with iron-removal filtration, and elevated mini water supply schemes;
• Elevated, inclusive community sanitation units with handwashing facilities and solar power;
• Menstrual health and hygiene management (MHM) awareness and SBCC, SHG-led production of reusable sanitary products, and health camps;
• Baseline and endline assessments, and handover of assets to local institutions and the District Disaster Management Authority (DDMA) for long-term operation and maintenance.

Position: Program Coordinator

Name of Project: Integrated Community Managed Flood Resilience Program in Cachar, Assam.

Location: Badarpur, Cachar, Assam (with regular field travel)

Reporting: Area Manager-WaSH

Tenure: Contractual, linked to the project period (up to September 2028), subject to annual performance review.

Remuneration: ?55,000 – ?65,000 per month, based on qualifications and experience.

Position Summary:
The Program Coordinator will lead day-to-day field implementation of the programme in Cachar from the Badarpur office. The role involves coordinating the field team, working with communities and government departments, and ensuring that activities are delivered on time, within budget and to quality standards.

Key Responsibilities:

1. Programme implementation:
• Prepare and follow village-wise work plans and timelines for raised hand pumps, elevated mini water supply schemes and elevated sanitation units.
• Oversee site selection, community consultation, vendor coordination, construction quality and completion of assets.
• Ensure that designs are inclusive and suited to flood conditions, including for women, children, elderly persons and persons with disabilities.

2. Community mobilisation and institution building:
• Support the formation and strengthening of village-level committees and SHGs that will own and manage the assets.
• Guide the field team in Behaviour Change Communication (BCC) and SBCC on safe water use, sanitation, handwashing and menstrual health.
• Coordinate MHM activities, including training of community resource persons, pad-stitching workshops, and health camps with local PHCs and partners.

3. Stakeholder coordination:
• Maintain working relationships with the district administration, ASDMA/DDMA, PHED, P&RD, Gram Panchayats and local NGOs.
• Support the process of asset handover and operation and maintenance arrangements.
• Represent CML at district-level meetings as required.

4. Monitoring, documentation and reporting:
• Support the baseline survey, water quality testing and endline assessment.
• Maintain project records and MIS, and track physical and financial progress against targets.
• Prepare monthly, quarterly and donor reports, case studies and documentation of learnings, including the Cachar toilet model.

5. Team management and administration:
• Supervise and mentor field staff, such as field officers and community mobilisers, and review their performance.
• Monitor expenditure against the approved budget, and ensure timely submission of bills, vouchers and utilisation records.
• Ensure adherence to CML and Tata Trusts policies, including safeguarding and safety norms.

Qualifications and Experience:

Essential:
• Master’s degree in Social Work, Rural Development, Development Studies, Environmental Science or a related field. Candidates with a Bachelor’s degree in Civil Engineering or Environmental Engineering and relevant experience may also apply.
• At least 5 to 8 years of experience in project implementation in the development sector, with at least 2 years in WaSH, disaster resilience or community-based programmes.
• Experience of working with communities, SHGs or community-based institutions, and of coordinating with government departments.
• Fluency in English, Assamese and Bengali (Bengali preferred). Ability to write clear reports.
• Working knowledge of MS Office, Excel and mobile-based data collection tools such as KoBoToolbox.

Desirable:
• Experience in flood-affected areas, preferably in the Barak Valley.
• Familiarity with JJM, SBM-G and PHED/P&RD processes.
• Exposure to MHM or SBCC programmes.
• Experience in managing vendors and construction supervision.

Skills and Attributes:
• Good planning, coordination and problem-solving skills.
• Sensitivity to gender and inclusion, and a respectful approach to working with communities.
• Ability to work under pressure and to travel to flood-prone and remote villages, including during the monsoon.
• Honesty, ownership of work and a team-oriented attitude.
