Background
The Foundation for MSME Clusters (FMC) is implementing the EU SWITCH-Asia – Green Threads Project, which aims to support the transition of recycling textile MSMEs towards more sustainable, circular, resource-efficient and globally competitive production practices.
Panipat is a major textile recycling and home-furnishing cluster with a diverse ecosystem of recyclers, sorters, manufacturers, spinners, dyers, traders, exporters, waste aggregators, processors and other value-chain stakeholders. The proposed TMTW and DPP approach needs to be practical, scalable and suitable for adoption by MSMEs across different levels of technological and organisational readiness.
As part of the project, there is a need to develop a Panipat cluster-specific implementation plan for a Traceability Mechanism for Textile Waste (TMTW) integrated with Digital Product Passport (DPP).
Objective of the Assignment
The overall objective is to develop a practical and implementable Panipat cluster-specific TMTW & DPP framework and implementation plan, which can subsequently be adopted and progressively strengthened by MSMEs and cluster stakeholders.
The assignment shall:
- Identify and map the existing pathways through which textile waste enters the Panipat cluster and moves through various stages of processing to the manufacture of the final product. Document the complete value chain, including the percentage of recycled textile waste or material used in the final product and the markets to which the products are exported.
- Document and assess the existing product information management practices within the Panipat recycled textile cluster, including the collection, maintenance, and sharing of information related to material composition, recycled content, origin, resource uses, carbon footprint, waste generated and other necessary indicators related to textile waste traceability. This has to be done by working in close coordination with MSMEs and identify different levels of preparedness, gaps, and techno-financial support required for the adoption of the proposed criteria.
- Based on the Above Studies, Develop cluster-specific TMTW framework and criteria, unique to the cluster, incorporating current practices and building on top of it. The TMTW criteria will further form the basis of DPP criteria in which all pertinent and traceable information is present at par with the EU Green Deal and other evolving Export Market.
- The overall goal of the assignment is to map textile waste flows, assess MSMEs’ readiness to adopt TMTW and DPP, develop an implementable TMTW and DPP framework & roadmap for adoption, all these is to be done with close consultations and consensus sessions with one to one interaction and as well as workshop sessions with MSMEs.
- The solution developed must be practical and scalable, covering responsibilities, timelines, resources, costs, verification, and recognition mechanisms. It must also align with and support the Sustainable Cluster Branding (SCB) Criteria developed by FMC.
