Background
Maharashtra Village Social Transformation Foundation (VSTF), in collaboration with Transform Rural India Foundation (TRI) is implementing ‘Mission Anandi’ to strengthening health systems to address the growing burden of Non-Communicable Diseases (NCDs), including hypertension, diabetes, and priority cancers. With NCDs emerging as a leading cause of mortality and long-term health expenditure, there is an urgent need to strengthen prevention, early detection, referral pathways, treatment adherence, and continuity of care across rural and underserved geographies.
Mission Anandi works in close partnership with the State Department of Health & Family Welfare, the National Health Mission (NHM), State NCD Cell, district health administrations, and community institutions to develop scalable, system-driven solutions that bridge community engagement and clinical care. The programme focuses on building resilient public health systems by integrating community mobilisation, clinical quality improvement, capacity building, data-driven decision-making, and policy alignment.
As the programme scales across Maharashtra, VSTF seeks experienced professionals who can provide state-level technical leadership and strategic support to institutionalise high-quality, equitable NCD and cancer care services. These roles will contribute to creating sustainable models that strengthen public systems while improving health outcomes for rural, tribal, and hard-to-reach populations.
Role Purpose
The Professional (Public Health) will provide state-level technical leadership and strategic support for planning, implementation, quality assurance and scale-up of NCD and Cancer Care interventions under Mission Anadi. The role will work closely with the State Department of Health & Family Welfare, NHM, State NCD Cell, medical institutions and district teams to strengthen prevention, early detection, referral pathways, treatment continuity and system performance for NCDs, including priority cancers.
Key Responsibilities
1. Technical & Strategic Leadership
- Provide technical leadership for design and rollout of state-level strategies for NCD prevention, screening, referral and continuum of care, aligned with NP-NCD and NHM guidelines.
- Support the State Health Department in integrating cancer care and NCD services across primary, secondary and tertiary levels of care.
- Contribute to development of state NCD roadmaps, annual action plans and scale-up strategies.
2. Programme Design & Implementation Support
- Support districts and blocks in operationalising community-based and facility-based NCD interventions, including screening, early diagnosis, referral completion and treatment adherence.
- Provide guidance on care pathways for hypertension, diabetes and priority cancers (breast, cervical, oral, and others as relevant).
- Ensure effective convergence between public health facilities, medical colleges, diagnostic centres and referral hospitals.
3. Clinical Quality & Governance
- Support development and implementation of clinical protocols, SOPs and quality standards for NCD and cancer care services.
- Review programme data and field feedback to identify quality gaps, clinical risks and system bottlenecks, and recommend corrective actions.
- Strengthen clinical governance, audit processes and referral appropriateness at state and district levels.
4. Capacity Building & Mentorship
- Lead or support capacity building of district programme teams, and frontline supervisors on NCD and cancer care protocols.
- Provide ongoing technical mentoring to district and block teams to improve programme quality and outcomes.
- Support development of training modules, job aids and clinical decision-support tools.
5. Monitoring, Evaluation & Learning
- Guide state-level monitoring of key indicators such as screening coverage, referral completion, treatment initiation and follow-up rates.
- Use data and dashboards to drive evidence-based decision-making and course correction.
- Document and disseminate best practices, innovations and learnings for state-wide replication.
6. Stakeholder Engagement & Partnerships
- Act as a key technical interface with State NCD Cell, NHM leadership, medical colleges, cancer institutes, development partners and donors.
- Support coordination with NGOs, academic institutions and private sector partners where relevant.
- Represent Mission Anadi in state-level technical committees, reviews and consultations.
7. Policy Support & Advisory
- Provide technical inputs to state policy notes, guidelines, presentations and review documents related to NCDs and cancer care.
- Support alignment of Mission Anadi interventions with state priorities and national strategies.
Essential
- MBBS / BDS / AYUSH (with recognised public health training)
OR
- Post-Graduate qualification in Public Health with medical background.
Desirable
- Additional training or exposure in NCD management, oncology public health, health systems strengthening or programme management.
Experience
- Minimum 5–7 years of progressively responsible experience in public health programmes, with substantial exposure to NCD and/or cancer care.
- Experience working with government health systems (State/District level), preferably under NHM or NP-NCD.
- Demonstrated experience in programme design, technical advisory, capacity building and multi-stakeholder coordination.
- Prior experience at state or multi-district scale will be strongly preferred.
