Maharashtra Village Social Transformation Foundation (MVSTF) is a Government of Maharashtra’s initiative to encourage private sector participation to achieve sustainable development Goals in Maharashtra. MVSTF is implementing a 1000 villages program across 25 districts of Maharashtra and program outcomes are prenominal and noted by various development agencies. The Foundation is also implementing thematic project in certain districts of the state of Maharashtra. The ethos of social transformation program is localization of development goals at gram panchayat level and fostering partnerships to achieve it.
The Government of Maharashtra alongside India’s leading private and social sector organizations envisaged a uniform and collaborative vehicle for socio-economic rural transformation. The Foundation will unite Government efforts with activities undertaken by corporates under the Corporate Social Responsibility (CSR) Act.
As a first of its kind convergence, the Foundation’s objective is to bring about the total reform of rural Maharashtra by providing hard & soft infrastructure and quality last mile service delivery. All initiatives under the foundation will center on empowering villages to practice self-sustainable development.
The Village Social Transformation Foundation in collaboration with the development partners is implementing Mission MahaGram across the selected districts i.e. Gadchiroli, Chandrapur, Ch. Sambhajinagar, Latur, Parbhani, Dharashiv (Osmanabad), Solapur, Pune, Jalgaon and Nagpur.
The Foundation intends to engage the professionals for the implementation “Strengthen Rural Livelihood in Aspirational and Farmer Suicide prone districts” project in 1 years from 2026, the engagement of the professionals will be purely on the contractual basis initially for 11 months and subject to renewal based on performance and availability of funding.
Key roles and responsibilities to be performed by Cluster Coordinator (CC) are:
- Localized Planning & Development of plans: Coordinate with Farmer Producer Organization (FPOs), self-help Groups and village level Community based organizations for localized planning.
- Convergence & Liaison: Facilitate the convergence of various state and central government schemes to promote farm mechanization and improve returns from Agri and Agri allied business in coordination with local administrations, Zilla Parishads, and community-based organizations.
- Community Mobilization: Strengthen women-led community institutions such as Self-Help Groups (SHGs), Farmer Producer Groups, and Water Users’ Groups in project villages.
Thematic areas under Mission MahaGram:
Agriculture and Agri allied sector:
- Promote formation of CBO i.e., Farmers Producer Companies, producer companies, Cluster level federations etc
- Promote and strengthen community-based organizations of Women and girls
- Financial inclusion and literacy of the Community based organizations
- Advancing gender equality across the sphere e.g., sustainable agriculture and agri allied sectors (animal husbandry, dairy and fisheries), soil and water conservation, livelihood, early childhood development; quality, equitable and inclusive education, good health for all, access to housing, skilling, WASH, employment opportunities through MGNREGA, protecting environment and biodiversity and access to market linkages.
- Improving access to services and livelihood opportunities
- Promoting access to small and micro entrepreneurship program and developing enterprises
Rural Housing Sector:
- Value addition the houses constructed under Centre and State supported Housing Schemes e.g. Prime Minister’s Rural Housing scheme, Ramai housing scheme, Shabari housing Scheme etc. with roof-top rain water harvesting, painting, kitchen gardens, internal electrification, solar energy and innovation etc.
Rural Health Sector:
- Setting Gaon tithe Dawakhana (using available community infrastructure),
- Promoting tele-medicine and generic medicine facilities,
- Setting up kitchen gardens, anemia free villages, Menstrual Hygiene Management, reducing child and mother mortality rate and various awareness program on vaccination.
- Social Behaviour and Change Communication strategy and interventions on knowledge sharing
- Drinking water, Sanitation, Environment and Water Conservation Sector:
- Intervention to ensure village water safety and security, access and management, o& M, Water quality monitoring, water resource management, waste water treatment and circular use of waste water, improving water use efficiency.
- Developing Panchayat Van- 100 native tree plantation in each Gram Panchayat
Education Sector:
- Setting up digital schools, minor repairs in school infrastructure, Building as Learning Aid (BaLa), and ensuring basic amenities including benches, safe drinking water, hand wash stations, kitchen shed, Mini Science centre, electricity connection, solar interventions, counselling, strengthening school management committees.
- Introducing STEM (Science, Technology, Engineering and Mathematics) interventions/labs for schools
Livelihood Sector:
- Setting Cooperative shops (CO-OP Shops) for Community based organisation and linking them to e-commerce platforms to ensure market access for their products
- Developing labour stops and mechanisms to ensure availability of labor and requirement for labour and farmers facility centre
Higher Education Sector:
- To encourage the development of employment-oriented education programs for young men and women in collaboration with colleges and universities in the included districts and with the help of private sector entrepreneurs, thereby increasing the participation of youth from the villages covered by the initiative and creating employment opportunities both domestically and internationally.
- This includes establishing employment counseling centers on college and university campuses with the help of industry groups to support the local economy, and providing counseling, technical guidance, and assistance with the selection process to candidates interested in securing employment opportunities abroad.
Urbanization and Infrastructure Sector:
- Assisting private companies that are interested to work with the municipal corporation and municipal council areas for districts that are included under Mission MahaGram. The aim is to develop partnerships for climate action and promoting dense tree plantation using the Miyawaki/ Atal Anand Dense Forest method in urban areas, and undertaking various initiatives to increase green cover in urban areas.
- Assist private sector companies interested in working in the areas of wastewater management, solid waste management, and infrastructure development within the municipal corporation and municipal council areas of the included districts, in developing partnerships with the respective municipal corporations.
Skill and Innovation Sector:
- To create a state-level Maha-database by collecting information on youth in various districts that are included in the mission, regarding the skills required for working in different sectors; to inform rural youth about available employment opportunities through the National Skill Development Corporation and the State Skill, Employment, Entrepreneurship and Innovation Department, and to create awareness about employment.
- To provide assistance and guidance to rural youth to avail employment opportunities in India and abroad.
Special Interventions:
- Building Capacities of the key stakeholder of Gram Panchayat, Taluka Panchayat and District Zilla Parishad on various profession skills that are required for the implementation of the project.
Age Criteria:
- Not less than 21 years and not exceeding 35 years’ as on 28th February, 2026
Experience:
- Minimum 2 years of experience in rural development, rural development projects, or community mobilization.
Education:
- Higher Secondary School (HSC) and work experience with NGOs, Government project shall be given preference. Candidate with higher educational qualification and work experience shall be given preference.
Language:
- Excellent command of written and Spoken Marathi is required.
Duty Location:
- Solapur - (North Solapur, South Solapur, Madha & Mohol), Latur - (Ahmedpur, Ausa & Jalkot), Dharashiv - (Tuljapur), Gadchiroli- (Gadchiroli and Armodi) and frequent travel to project villages in Maharashtra.
Required skills
- Technical: Good Knowledge of MS Office (Excel, Word, PowerPoint) and basic familiarity with MIS data entry platforms.
- Field Commitment: The role requires significant time in the field.
- Community Mobilization: Expertise in social mobilization, institution building (SHGs, CBOs), participatory planning, conflict management, and fostering collective action for self-reliance.
- Socio-Political Dynamics: Ability to analyze and navigate complex socio-political landscapes, managing stakeholder relationships (Gram Panchayat, frontline workers) and understanding local customs.
