CONTENT OF TERMS OF REFERENCE(TOR)

1. Background:

Bihar state has high incidence of child marriage with 40.8%, according to the NHFS 5 (2019- 2020). There are 11 districts which record child marriage prevalence rate higher than 50%. Government of Bihar has recently revised the State Action Plan on Ending Child Marriage and building capacities of various departments in rolling-out the state action plan. UN ORGANISATION in partnership with WCDC is implementing adolescent empowerment programme (UDAAN) in select districts.

State government is implementing schemes/ programmes, empowering children and adolescents with focus on ending violence including child marriage. Social Welfare Department and Women and Child Development Corporation (WCDC) as the Nodal department along with other departments like the Dept of Home, Education, Judiciary, the Dept of Panchayati Raj and the Sc & ST Welfare Dept need specified technical support.

Mission Vatsalya & Mission Shakti is drawn as a roadmap to achieve development and child protection priorities aligned with the Sustainable Development Goals (SDGs). It lays emphasis on child rights, advocacy and awareness along with strengthening of the Juvenile Justice care and Protection Systems with the motto to 'leave no child behind'. The Juvenile Justice (Care and Protection of Children) Act, 2015 provisions and the Protection of Children from Sexual Offences (POCSO), Act, 2012, form the basic framework for implementation of the Mission.
