Project Background:

The Global Alliance for Viksit Bharat (GAVB) is a landmark social development initiative designed to uplift 200 million Indians living in multidimensional poverty. With a transformative investment, GAVB concentrates efforts on five priority states—Jharkhand, Assam, Chhattisgarh, Odisha, and Bihar (JACOB states)—which are disproportionately impacted by acute poverty.

Health and Education account for 67% of the Multi-dimensional Poverty Index (MDPI). GAVB works closely with state governments to strengthen public health systems, improve service delivery, and enhance community wellbeing. The Communicable Disease (CD) portfolio specifically addresses Tuberculosis (TB) and Malaria—two diseases that disproportionately affect vulnerable populations including tribal communities, urban poor, and migrant workers.

GAVB's approach leverages Digitization, Decentralization, Leadership & Institutions, and Inclusion to enhance health service delivery. Domain expertise with proven solutions lays the foundation for introduction, progression, and gradual integration of innovations into government public health systems.

The CD portfolio aligns with India's national commitments: achieving zero indigenous malaria cases by 2027 (National Strategic Plan for Malaria Elimination 2023-27) and TB elimination by 2025 (National TB Elimination Programme).

The five GAVB states collectively account for 45-50% of India's malaria burden and approximately 270,000+ TB cases annually. The CD portfolio provides strategic support to state governments through enhanced surveillance, improved case management, strengthened supply chains, community mobilization, and policy advocacy—all aimed at accelerating elimination while strengthening foundational health systems.

Job Summary:
The Program Director - Organizational Development (OD) and Institutional Reforms will lead system-wide transformation of public health institutions, strengthening governance structures, organizational effectiveness, and decision-making systems across the state.

The role will work closely with the Department of Health (DoH), State Health Society (SHS)/ National Health Mission (NHM) to redesign institutional architectures, clarify roles and accountability, and improve how decisions are made, implemented, and reviewed across state, district, and facility levels.

The Program Director will anchor large-scale organizational transformation initiatives, including restructuring of departments, strengthening program management units, and enabling convergence across verticals. The role will focus on building responsive, accountable, and high-performing public health institutions that can sustain long-term improvements in health outcomes.

This role is central to GAVB’s vision of institutionalizing change within government systems, ensuring that reforms move beyond pilots to become embedded, scalable, and self-sustaining.

Key Responsibilities:

1. Institutional Design & Reform Strategy
• Lead comprehensive institutional diagnostics to identify structural, functional, and governance gaps across state, district, and facility levels.
• Design organizational structures, operating models, and reform roadmaps aligned with state health priorities and long-term system goals.
• Support restructuring of key institutions such as DoH and SHS/ NHM to improve clarity of roles, efficiency, and accountability.
• Enable transition from fragmented, scheme-driven approaches to integrated, system-oriented institutional models.

2. Governance & Accountability Systems
• Design and institutionalize structured governance platforms and review mechanisms at state, district, and block levels.
• Strengthen clarity of roles, decision rights, and accountability across institutions and program units.
• Improve effectiveness of existing governance forums such as State Health Society and District Health Society through structured processes.
• Establish accountability loops that link performance targets with regular reviews and corrective actions.

3. Program Management & Convergence
• Strengthen program management units and leadership structures to improve execution quality across health programs.
• Enable convergence across programs, departments, and partners to reduce duplication and improve coordination.
• Design mechanisms for aligned planning, implementation, and monitoring across verticals such as RMNCH and communicable diseases.
• Improve resource utilization by streamlining workflows and enhancing coordination across stakeholders.

4. Change Management & Implementation
• Lead design and execution of change management strategies to support adoption of institutional reforms within government systems.
• Facilitate alignment of stakeholders across levels to ensure smooth transition to new structures and processes.
• Manage resistance and enable sustained adoption through structured engagement and capacity-building efforts.
• Support phased implementation and scale-up of reforms across districts and facilities.

5. Decision-Making Systems & Data Use
• Strengthen decision-making processes by clarifying delegation of authority and institutionalizing structured review systems.
• Enable integration of data and evidence into governance platforms to support informed decision-making.
• Improve responsiveness of institutions by strengthening follow-up mechanisms and action tracking systems.
• Promote a culture of data-driven governance across state and district leadership.

6. Strategic Influence, Institutionalization & Scale
• Serve as a strategic advisor to senior state leadership on institutional reforms, governance strategies, and system design.
• Support embedding of reforms within government systems through policy orders, guidelines, and budgetary alignment.
• Document institutional models and reform journeys to enable replication across GAVB states.
• Drive cross-state learning and adaptation of high-impact institutional strengthening approaches.

Essential Qualification & Experience:

• MBA/ Masters in Social Work/Public Health/Rural Management/ Hospital Management/ PGDM from Tier-1 institutions (IIMs/ IITs/ MDI etc.)
• 10–15 years of experience in organizational development, public systems reform, or institutional strengthening
• Demonstrated experience working with government systems at state or national level
• Proven track record of leading large-scale transformation or reform initiatives
• Experience in organizational design, governance systems, and change management
• Strong experience engaging with senior government leadership
• Experience in consulting / advisory roles in public systems preferred.
