CONTENT OF TERMS OF REFERENCE(TOR)
1. Background:
The state of Bihar faces significant challenges in ensuring the rights and protection of children as mandated under the Juvenile Justice (Care and Protection of Children) Act 2015 and the Protection of Children from Sexual Offences Act 2012. Despite the existence of robust legal frameworks, gaps persist in policy implementation, institutional capacity, and inter-agency coordination. Issues such as delays in case disposal, inadequate infrastructure in Child Care Institutions (CCIs), and limited awareness among frontline workers often hinder the delivery of child-friendly justice and protection services.
Recent efforts by Government of Bihar, including the establishment of Juvenile Justice Boards (JJBs), Child Welfare Committees (CWCs), SJPUs, DCPUs and Special POCSO Courts, have laid a foundation for child protection. However, these mechanisms require continuous capacity building, monitoring, and integration with allied services such as health, education, and social welfare. There are multiple departments of the government and other statuary bodies which work in a coordinated manner as per the roles and responsibilities entrusted in the JJ ACT and POCSO Act for reduction of pendency, ensuring timely victim compensation, and promoting alternatives to institutional care. A consultancy role becomes critical in bridging these gaps by providing strategic guidance, technical expertise, and evidence-based solutions.
