About VHS: The Voluntary Health Services (VHS) Chennai supported by Centers for Disease Control and Prevention (CDC) on “Accelerating Sustainability of Public Health Systems in India to Prevent, Detect, and Respond to Infectious Disease Outbreaks and Other Public Health Emergencies” (named as VHS-CDC Project NIRANTAR). The Project NIRANTAR will primarily focus on strengthening: a) Workforce Development capacity (WFD); b) Emergency Management and Response Capacity (EMR).
The project is currently looking for a Lead Consultant PHEOC, to fulfil the following responsibilities.
Responsibilities
- Responsible for overall emergency policy and coordination; public information; agency liaison; and proper risk management procedures, through the joint efforts of local government agencies and private organizations.
- Overall responsible for the coordination between emergency response and supporting partner agencies in the PHEOC.
- Daily operations, management, and functionality of Public Health Emergency Operations Centres (PHEOC). Activation of PHEOC and escalation/ de-escalation of response mode and renewal when necessary. Provide overall direction to the incident or event specific response operations.
- Support in identification of criteria for activation and oversees initial meeting to determine IMS activation/de-activation, develops levels of activation, shares notification of activation within NCDC and with relevant external partners
- Support in the identification of incident objectives and development as well as implementation of incident action plan.
- Leads activities such as incident emergency alert, notification and escalation, incident management support, and support for emergency incident drills, exercises, and actual emergencies
- Preparedness activities including Training and exercises for staff within NCDC and other sectors (NDMA, state/local, etc)
- Responsible for planning, development and implementation of five-tiered Public Health Emergency and Disaster management- Professional Development Programme (PHEDM-PDP), including PHEM fellowship modelled on CDC HQ fellowship program.
- Responsible for planning, development and implementation of RRT and RCCE Training Curriculum
- Responsible for rolling out the training in the identified states which will be decided in discussion with key stakeholders.
- Accountable for leading, supervising, and providing guidance to the team/staff assigned to report to the position.
- Any other work assigned by the reporting officer.
Eligibility Criteria
Essential Qualifications:
Desirable Experience:
- At least 7 years’ experience of working in public health programmes
- Post-qualification work experience in the field of public health emergency management such as management and operations of Health Emergency Operations Centres (HEOC) or Control room/War Room.
Age limit:
The maximum age limit is 62 years for the above position.
