Scope of Work

The CSO invites applications from qualified professionals for the position of Gender Responsive Budgeting (GRB) Expert to support activities in the Gender Equality and Social Inclusion (GESI) action plan under the Himachal Pradesh Rural Drinking Water Improvement & Livelihood Project (HPRDWILP). The assignment will involve (i) conduct of a gender audit to access the result of gender mainstreaming and report preparation, (ii) guidelines and SOPs development on gender mainstreaming and endorsed by the JSV. (iii) conduct of workshops on guidelines/SOP, (iv) training material development on gender budgeting; (v) conduct training of trainers (ToT) using participatory training methodologies on gender budgeting. He/She will also conduct training assessment to gauge participants learning gain.

Eligibility Criteria

Applicant must be an Indian national possessing relevant qualifications and experience in gender mainstreaming, gender budgeting, gender audit, development of training material, conduct of trainings and report writing in development projects.

Educational Qualifications and Experience Requirements

? Postgraduate degree in Gender/Development Studies, Sociology, Social Work, Economics, Public Policy, or related disciplines with minimum 10 years’ relevant experience and five years’ experience in gender budgeting and conducting gender audit and gender assessment of the organizations.
? Proven experience in developing training material, facilitating training/capacity building, particularly for the government stakeholders and GP level representatives.
? Excellent report writing and communication skills with the ability to engage diverse audiences.
Objective of the Assignment

The project will engage a consultant for conducting a gender audit to assess gender mainstreaming in JSV and preparing guidelines/SOPs to mainstream gender in 10 project districts through CSOs. The consultant will also develop training modules on gender budgeting (GB) and will travel to conduct capacity-building workshops. The workshops are expected to enhance participants’ skills in gender mainstreaming and gender budgeting and will strengthen their capacity to advance gender budgeting in their areas of work.

Remuneration Details
Remuneration will be commensurate with the qualifications and experience of the expert, as per mutual agreement for short-term contractual engagements between consultant and CSOs.

Terms and Conditions of Engagement
a. The engagement will be on a short-term contract basis for the specific assignment duration through CSO.
b. The selected candidate will not have any claim for regular appointment under Jal Shakti Vibhag or HPRDWILP.
c. The engagement may be terminated at any time based on expert’s performance or project requirements.
d. The consultant will report to the Team Leaders of the CSOs.

Duration of the Assignment: -
The assignment shall be for a maximum period of 4 months, commencing from the date of signing the contract.
