I.About FHI 360

II.Background (EpiC Project)
Meeting Targets and Maintaining Epidemic Control (EpiC) is a global project funded by the President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Department of State (DoS) with a period of performance from April 15, 2019, to December 30, 2027. EpiC is led by FHI 360 with core partners Population Services International (PSI), Palladium Group, and Right to Care and implemented by over 250 regional, resource, and local partners.
 
Globally EpiC provides technical support and direct service delivery to improve outcomes in HIV, global health security, outbreak preparedness and response, malaria, nutrition, and maternal, newborn and child health. The project strengthens health systems including data systems, human resources for health and building capacity of governments and civil society for service delivery. Under HIV, EpiC supports to achieve and maintain epidemic control through strategic technical assistance to improve HIV case finding, care, and treatment programming across 35 countries supported by PEPFAR.
 
EpiC in India supports the National AIDS Control Program (NACP) for enhancing youth engagement, private sector engagement and digital/AI driven innovations, and prioritizes work in the PEPFAR priority state of Maharashtra to fast track the achievement of 95-95-95 goals.
 
III.Scope of Work
 
FHI 360 is looking to hire a short-term consultant who will work closely with the EpiC India team for completion of the key tasks listed below:
 
1.                Development of standardized guidelines that provide a clear and structured framework for demand generation to promote HIV services under NACP to be used across all States and Union Territories of India.  
 
The specific tasks to be completed are:
  • Facilitate formation of an advisory group of experts including representatives from various State AIDS Control Society (SACS) to guide the drafting of the guidelines.
  • Under the guidance of the advisory group, develop guidelines, monitoring framework and supervisory tools.
  • Prepare an outline of activities including consultation with users, implementing agencies and subject experts specially for social media and youth related areas.
  • Facilitate field testing of the guidelines, monitoring framework and supervisory tools.
  • Assess capacity needs of SACS and District Development Coordination and Monitoring Committees (DISHA) on the use these guidelines.
  • Prepare the 1st draft of guidelines and share with NACP team for inputs and validation
  • With concurrence from the NACP team, prepare the final version of the guideline.
2.                Revision and upgradation of the Red Ribbon Club (RRC) module and its associated tool to strengthen youth engagement and prevention efforts under NACP.
 
The specific tasks to be completed are listed below:
  • Conduct a desk review of existing RRC module and its associated tool to identify gaps as per the changing context on HIV youth intervention programs.
  • Facilitate formation of an advisory group of experts, including representatives from various SACS, to guide the revision of the RRC module.
  • Hold key informant interview (KII) with RRC implementing partner agencies, and youth forums for suggested changes and recommendations on the module and its associated tools.
  • Prepare a brief report highlighting major recommendations from the desk review and KIIs held for sharing with NACP team.
  • Under the guidance of NACP team, undertake revision of the RRC module and its associated tools and share with advisory group for inputs.
  • With concurrence from the advisory group, finalize the RRC moduleand associated tools.
3.                Required Qualifications and Experience
  • Proven expertise and specialized knowledge in social and behaviour change communication (SBCC), demand generation tools and monitoring framework, and in HIV/public health.
  • Minimum of ten years of experience in HIV/AIDS service delivery including design and implementation of customized projects, experience of working on IEC/SBCC and/or youth will be preferred.
  • Preferably excellent oral and written communication skills in English and Hindi.
  • Demonstrated analytical and problem-solving skills.
  • Ability to motivate, influence and work well with others.
Prior engagement under NACP on youth interventions and assignments related to SBCC is highly preferred. Since the role requires considerable engagement at the national level with key stakeholders on an ongoing basis, the individual must be based in Delhi/NCR and should be able to give full time to the assignment.
 
4.                Consultancy days – 60 working days from April 1, 2026, to June 30, 2026
