About The Project
The Ministry of Health & Family Welfare, MoHFW has launched the TB Mukt Bharat Abhiyan to end TB in India. Funded by the Gates Foundation, The Union’s Advocacy, Communications and Social Mobilization (ACSM) National Technical Support Unit (NTSU) works with the National TB Elimination Programme (NTEP) to create TB awareness, encourage health seeking behaviour, increase political and administrative commitment at all levels and mobilize communities.

The underlying principle is to build central and State capacity to establish sustainable systems for effective planning, implementation, monitoring and evaluation of ASCM led interventions for TB elimination.

ACSM has now been entrenched in select program states as the project has transitioned to phase 2, focusing on building and scaling up what was started in phase 1 and also expanding to additional states. The phase 2 of the grant will continue to build on what was working well, experiment with a few new interventions that can leverage lessons from past experiences, and focus on creating institutional structures and organizational capacity for the NTEP, to take over the ACSM work before the end of this grant period.

As the NTEP progresses with committed political and administrative will to accelerate ending TB in India, the ACSM - NTSU will play a critical role. Having already established the importance of strategic ACSM interventions through demonstration and initial encouraging result, the new phase will focus on building on and sustaining the momentum and gains from the first phase of the grant, scalability and bringing in transitioning to the government at the centre of all conversations.

Building upon its work thus far, and ensuring that its interventions are more long term and strategic, the NTSU in the new phase will continue to build on what was working well, experiment with a few new interventions that can leverage lessons from past experiences, and focus on creating institutional structures and organizational capacity for the NTEP, to take over the ACSM work before the end of this phase.

The Position:

As the nation progresses very rapidly towards TB Mukt Bharat, it is essential that all stakeholders come together towards delivering this goal, by supporting the National TB elimination Programme (NTEP) and Central TB Division, CTD. To support a very significant contour of the programme, Bill & Melinda Gates Foundation (BMGF) is supporting the National Technical Support Unit for Advocacy, Communication and Social Mobilisation towards creating a TB Jan andolan. Towards this a team has been established – based in The Union Office, selected states and at the CTD premises.

This position of the Manager-ACSM NTSU will largely be stationed at the CTD, acting almost as an extended ACSM team of CTD working with the Senior Goverrnment Officers and CTD consultants. In addition, the position will also be responsible for delivering evidence-based ACSM interventions, basis the requirement of the project and as advised by the Project Director.

Responsibilities and tasks:

Manager - Advocacy Communication and Social Mobilization - National Technical Support Unit (ACSM-NTSU) shall report to the Deputy Director ACSM NTSU and will be stationed at Central TB Division (CTD).

Role and Responsibilities
• As an integral part of the ACSM team, along with Deputy Director ACSM, advise the concerned officer/s at the CTD and help implement interventions basis their advice
• Work closely with select 7-8 States | UTs, to ensure their performance of ACSM Targets under TB Mukt Bharat Abhiyan. These states will be decided in conjunction with CTD
• Undertake travel (planned | Urgent) to the above mentioned 7-8 States | UTs to handhold or offer varying degree of support to achieve the ACSM Targets under TB Mukt Bharat Abhiyan.
• Ideating with focus States/UTs:
1. Roll out- of ACSM interventions as directed by CTD; through TB cell as well as partner organisations and multi-sectoral collaborations
2. Guide on strategies to solicit partnership based/pro bono engagement for enhanced visibility of TB IEC Material.
3. To help build State and district capacity with regard to TB ACSM
4. Other support as in decided by CTD
• Support focus States in implementation of ACSM activities as articulated as a) undertaken by CTD and b) by the ACSM NTSU especially with respect to capacity building, media engagement, creative development etc.
• Facilitate building a library of ACSM assets and resources for use by NTEP.
• Work actively in building an ACSM related pipeline for future projects for The Union
• Support documentation and development of learning products like toolkits
• Support the Project Director and Deputy Director for smooth transition of the project activities.
• Perform other relevant duties aligned with the project objectives or required by the Supervisor/s and/or Head of Office.

Qualifications & Skills
The Manager – ACSM NTSU is a key member of the NTSU and is expected to take responsibility and ownership of rolling out ACSM interventions through the project period, working closely with the Ministry of Health and Family Welfare (MoHFW), CTD, Lead Partners, the State level TSUs, and other stakeholders.

The following background, experience and skills have been identified as critical to this position.

• Minimum experience of 12 years working in the ACSM field
• A post graduate degree
• Having worked with ministries and/or government departments for a minimum of two years; either as directly placed with them or supporting them extensively from the outside
• Having worked on medium/large –scale government programmes, either at the central or State levels, requiring ACSM interventions
• Knowledge and experience of having worked on ACSM interventions in Public Health programmes like HIV, Covid-19, Polio etc. Knowledge and experience of the TB Programme will be an added advantage
• Experience of having engaged with 360-degree campaigns that have used multiple platforms, including broadcast media, digital media, social media, Interpersonal communication channels, as well as traditional media.
• Demonstrated technical skills in the areas of responsibility outlined above; specific skills in content development and media management
• Managing and analyzing the effectiveness of media campaigns and digital presence and create engaging content to publish on various media outlets
• Proven experience of successfully representing organizations in terms of external-facing communications, media relations, handling publicity and dissemination of information
• Understanding of research and the use of evidence to inform campaign design and implementation, including ability to use data to make mid-course corrections in communications and advocacy related interventions

Competencies
• Ability and maturity to engage with and develop an effective working relationship with the officials at CTD, the Ministry of Health and Family Welfare and the office of the Union Minister for Health and Family Welfare
• Ability and maturity to engage with highest levels of political and administrative leadership in the states and districts
• Excellent negotiation and advocacy skills to interact with people at all levels in a multicultural and multi-disciplinary environment
• Capacity to work independently and in a team environment with strong self-motivation
• Proficiency in MS office (Word, Excel, Access, PowerPoint, Outlook)
• Excellent drafting and presentation skills including ability to draft clear and concise reports.
• Excellent spoken and written communication skills in English and Hindi
• Ability to deliver against very stringent timelines, with very short turnaround times
• Multi-tasking ability, Problem-solving attitude and resourcefulness to get the job done amidst all challenges
• Ability to think out of the box and recommend thought through innovative ideas, assessing all risks and suggesting mitigation plans
• Flexibility to take up any other jobs that may be assigned from time to time
• Experience in working in the Ministry site is desirable.
