IHAT PURPOSE AND PRIORITIES
India Health Action Trust (IHAT) aims at improving public health initiatives by supporting programs nationally and globally through providing comprehensive technical assistance in program planning, management and monitoring. Pursuant to the Memorandum of Cooperation between the GoUP and the Bill & Melinda Gates Foundation, IHAT set up a Technical Support Unit (TSU) in 2013 to provide techno-managerial support to the Government of Uttar Pradesh (GoUP) to improve utilization, coverage and quality of key reproductive, maternal, new-born, child health and nutrition (RMNCHN) interventions and services in the state. The TSU has been set up from the funding support of Bill & Melinda Gate Foundation (BMGF) through the University of Manitoba (UOM), Canada.
 
ABOUT PROGRAM
 
India Health Action Trust (IHAT) is providing technical support to Department of Medical Education and State Medical faculty for Nursing reforms under Mission Niramaya in Uttar Pradesh. Mission Niramaya is a flagship initiative by the Uttar Pradesh Government to transform nursing ecosystem. To ensure excellence in nursing education and professional development, several strategic quality initiatives have been implemented. These efforts span institutional accreditation, student admissions, faculty development, and academic reforms. Collectively, these interventions aim to establish a robust, standardized, and future-ready nursing ecosystem that ensures high-quality education, improved workforce competencies, and sustainable health system outcomes in the state.
 
ROLE PURPOSE
 
The Associate – HR Systems Strengthening will support state-level nursing workforce reforms by closely engaging with stakeholders of the Government of Uttar Pradesh to build institutional capacity and advance quality improvement and accreditation efforts, thereby contributing to the overall objectives of Mission Niramaya. The role will focus on strengthening HR systems and institutional processes to enhance the quality, competency, and performance of the nursing workforce in alignment with ongoing nursing reforms.
 
DIMENSIONS
  • Support GoUP in developing competency dictionaries for various cadres based of FRAC framework, competency based assessments and competency building products for Learning Management System.
  • Support in rolling out the Learning Management system across public health in Uttar Pradesh.
  • Provide technical support to the GoUP in strengthening HR systems for improving the quality of nursing professionals.
  • Facilitate policy development and implementation related to nursing education, workforce quality, and institutional strengthening.
  • Design and support implementation of systems and frameworks for quality accreditation and continuous quality improvement of nursing institutions.
  • Support development of sustainable models and processes for long-term improvement in nursing education.
  • Conduct rapid research of best practices from other States, research literature and international practices on key HR systems components.
  • Develop appropriate policy proposals in a participative approach through effective liaising with internal and external stakeholders.
  • Follow up with concerned government officials to ensure appropriate proposals are moved in a timely manner.
  • Provide technical support to Dept. of Medical Education, UP; National Health Mission, UP; and Dept. of Medical Health and Family Welfare, UP.
  • Undertake any other work given by the line manager or organization from time to time.
 
QUALIFICATIONS
  • Required Qualification: MPH/PGDM/MBA in Healthcare Management or any other equivalent degree
 
EXPERIENCE
  • Essential experience: 1-2 Years of Experience working in public health organization on government projects, consulting or policy roles, implementation and strategic planning.
  • Experience working in the education sector with an understanding of competency frameworks shall be preferred.

KEY RELATIONSHIPS
Internal: Coordination with the state-level program/ systems team to identify the priority areas gaps to be addressed for the division, districts and blocks.
 
External: Liaison with State Departments to follow up on project deliverables, schedule review meetings for strengthening the review system, support in drafting the status of progress reports with results.
