Role Purpose
The Professional (Community Mobilization & Public Policy) will provide state-level leadership for designing, standardising and institutionalising community mobilisation strategies for NCD and cancer care, while ensuring alignment with state policies, budgetary processes and government communication systems.
The role will be responsible for protocol development, training frameworks, IEC strategy and coordination with Government of Maharashtra (GoMH) to enable large-scale, sustainable community engagement through frontline workers and SHG platforms.
Key Responsibilities
1. Community Mobilization Strategy & Protocols
- Design and standardise state-level protocols and SOPs for community mobilisation related to NCD prevention, screening, referral, treatment adherence and follow-up.
- Define roles and workflows for CRPs, SHG federations, ASHAs, AWWs and ANMs in community-led NCD action.
- Ensure protocols are operationally feasible, aligned with NHM/NP-NCD and adaptable across districts.
2. Capacity Building & Training Oversight
- Design state-wide training architecture for outreach and community cadres (CRPs, ASHAs, SHG leaders, supervisors).
- Develop training curricula, session plans, facilitator guides and job aids in coordination with technical teams.
- Ensure systematic training roll-out, refresher cycles and quality assurance through district and block structures.
3. Public Policy & Government Interface
- Work closely with GoMH (Health, Women & Child Development, Rural Development, and NRLM/SRLM) to align Mission Anadi community strategies with state policies and priorities.
- Support preparation of policy notes, government orders, concept notes and approvals related to community mobilisation and outreach.
- Represent the programme in state-level committees, reviews and consultations on community health and NCDs.
4. State Budgeting & Financial Alignment
- Support state teams in planning and securing budget allocations for community mobilisation, training and IEC activities under NHM, NP-NCD and allied schemes.
- Coordinate with GoMH on financial provisioning for trainings, community platforms and communication materials.
- Track utilisation and effectiveness of allocated budgets for community engagement activities.
5. IEC & Communication Stewardship
- Lead development of state-level IEC and BCC strategy for NCD and cancer prevention, aligned with GoMH communication standards.
- Coordinate with GoMH for development, vetting, printing and dissemination of IEC materials.
- Ensure IEC content is culturally appropriate, evidence-based and field-tested, including for SHG and Panchayat platforms.
6. Monitoring, Learning & Adaptation
- Define indicators and feedback loops to assess effectiveness of community mobilisation and communication efforts.
- Analyse field feedback and programme data to refine protocols, training and IEC approaches.
- Document good practices, innovations and policy-relevant learnings for state-wide dissemination.
- Convergence & Institutionalisation
- Strengthen convergence between health systems, SHG institutions and Panchayats to institutionalise community-led NCD responses.
- Support embedding of successful models into government guidelines, budgets and routine programmes.
Qualifications
- Postgraduate degree in Public Policy, Social Sciences, Development Studies, Rural Management or related field.
Experience
- Minimum 6–7 years of progressive experience in community mobilisation, public policy, large-scale training or health systems strengthening.
- Demonstrated experience working with state government departments, preferably in Maharashtra.
- Proven track record in protocol/SOP development, training system design and IEC/BCC management.
- Experience working with NHM, NRLM/SHG platforms or large government-led programmes is highly desirable.
