PROJECT OVERVIEW
Plan India shall be implementing Phase II of Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) supported One Stop Centres program under the grant cycle April 2024- March 2027. In phase I, GF grant cycle April 2021- March 2024, under the guidance of NACO, 74 One Stop Centres (OSC) have been established as person-centred and resource-effective approach to deliver an integrated HIV prevention- care cascade services to new and uncovered population, that were beyond reach of traditional HIV programs, thereby eliminating facility navigation bottlenecks and contributing towards improved individual as well as community level health outcomes. These one stop centres have been positioned strategically at locations after due consultations with the SACS/DAPCU and the community members
POSITION PURPOSE
Manage a team of 35 Center Managers directly responsible for managing M&E operations and fulfilling donor reporting compliance arrangement. M&E Coordinator will be responsible for 35 OSC centers in 11 project states Gujrat, Haryana, Uttar Pradesh, Karnataka, Kerala, Tamil Nadu, Maharashtra, J&K, Himachal Pradesh, Punjab.
KEY FUNCTIONS / RESPONSIBILITIES
Implement M&E Plan and MIS framework with the One Stop Centres :
• Guide OSC Center Manager in implementing the MIS framework developed under the project
• Develop dashboard to keep track of the programme progress under the guidance of Dy. Director- M&E
• To periodically update and the guideline and MIS tools as per the changing need of the programme requirement
• Implement all the registers and tools at OSC for data generation
• Ensure the maker checker process through MIS
Manage & Implement Plan India’s Predictive modelling tools and generate Forecast to Guide Programme implementation:
• Support in implementing Plan India’s Intervention- Exposure- Outcome framework
• Learn and implement Plan India’s predictive modeling framework
• Carry out regular target and service forecasting based on timeseries models
• Guide programme implementation team in create client profiling based on generative learning and provisioning differentiated services provisions
Meeting reporting requirement and donor compliances :
• To ensure implementation of relevant M & E tools and platforms, and provide M & E specific technical training, mentoring, and coaching to OSC center staff
• To ensure reports from OSCs are received on time, provided feedback on them and contribute in their final compilation for submission to Deputy Director - M&E
• To ensure effective implementation and use of the monitoring MIS system at the OSC level
• To use the MIS to generate analytical reports to advise the Programme Implementation team and partners to enable better programme planning and decision making
Capacity Building:
• To ensure capacity building of the OSC staff through Physical and regular online interaction
• To build the capacity of OSC staff on data collection, analysis, use of data reports for better planning and programme implementation
• To build the capacity of the teams in analyzing and using the collected data to promote decision based on evidence
• To develop the capacity of center managers, counsellor/ ANM, ORWs, LAs and Doctors in managing and implementing M&E tools, registers and forms.
Management of MIS:
• Manage MIS platform with the OSC staffs
• Carry out periodic capacity building of the OSC staff on MIS platform
• Generate customized reports on the necessary indicators for providing technical support and guidance to programme team and OSC
• Generate due dashboard and follow up with programme team for the completion of the service due for geography responsible for
Carrying out Data Quality Assurance:
• To ensure the quality of data generated and maintained at the different levels of the project.
• To carry out validation of data at the state and site level through to identify any gaps and errors
• To ensure the resolution of gaps and errors in data in OSCs
• Strengthen Plan India’s and OSC center level data management and quality improvement systems ensuring that data is audit worthy and readily available. Where problems exist, support the identification of solutions.
• Carry out Onsite Data Verification Visit at periodic interval
• Provide feedback and ensure compliance is carried out
Ensure periodic data and report sharing with external stakeholders:
• Ensure preparation of MPR, QPR and share it with the responsible stakeholder through proper channel
• Ensure data sharing with DAPCU, DISHA team, Tis to common understanding on the Key population and to avoid any duplication
Develop Information Products, Dissemination and Use:
• Generate Period performance reports based on OSC programme performance and guide programme team on the performance and quality of the implementation
• Submit and present abstracts on studies/ evaluation/ best practices and attend national and international conferences. At least two abstracts to be submitted in the conferences annually
• Feedback reports and Performance and Due report to be developed and shared with OSCs for further improvement in the programme performance and quality.
Basic Requirements:
• Master’s Degree or higher in Social Sciences, Economics, Statistics or other relevant discipline.
• Minimum 8 -10 years working on monitoring, evaluation and research in the public health and HIV fields with progressively increasing responsibility
• Medium to expert level knowledge of MS Excel application
• Knowledge of data analytics, visualization applications Tableau, MS Power BI etc.
• Good analytical skills and knowledge of any statistical software/s i.e. SPSS, R, Python etc.
• Hands-on practical experience setting up and managing M&E systems for health programs in India, and the ability to coach and train others in their use
• Experience in developing and managing digital application
• Excellent, reporting writing, analytical and oral presentation skills
• Required fluency in English and strong communication skills
