CONTENT OF TERMS OF REFERENCE (TOR)
1. Background:
UN ORGANISATION Child Protection section has been working in Jammu and Kashmir (J&K) since 2014 and has successfully invested in technically supporting the Government of J&K in establishing/strengthening child protection systems. These systems operating at the Union Territory, district, and community levels form the backbone for delivering legally mandated services for the care, protection, rehabilitation, and justice for children. While the institutional architecture is largely in place, the effectiveness and quality of service delivery remain constrained due to uneven capacities, limited specialized skills, and the absence of a structured workforce development approach across key child protection functionaries. J&K context offers fresh opportunities in system strengthening with focus on FBAC and MHPSS with cross cutting linkages to overall C.P system strengthening. The child protection system in J&K therefore requires a deliberate shift from ad-hoc capacity building to a comprehensive system-strengthening approach that enhances institutional functionality, workforce competence, and inter-sectoral convergence. UN ORGANISATION, in partnership with the Government, will play a catalytic role in this transition by supporting structured handholding, mentoring, and skill development of the child protection cadre to enable consistent, rights-based, and child-centred service delivery in line with statutory mandates.
