Position Role
The Field Officer, Programs will be responsible for planning, implementing, and monitoring livelihood, economic empowerment and skilling interventions at the field level in Rajasthan state. The role focuses on mobilizing communities, coordinating with stakeholders, facilitating skill development and income-generation activities, and ensuring effective delivery of project outcomes. The role will provide technical guidance and support to field level implementation across all projects and partners.
 
Remain alert and responsive to any child safeguarding risks, acquire relevant knowledge and skills which will enable you to promote strong safeguarding practices, understand the safeguarding policy and procedures and conduct yourself in a manner consistent with ChildFund’s Safeguarding Policy
 
Primary Responsibilities
  • Implement livelihood interventions such as employability skill training, enterprise development, agriculture-based livelihoods, and wage/self-employment initiatives.
  • Support beneficiary identification, profiling, and mobilization in project villages/communities.
  • Facilitate formation and strengthening of SHGs, youth groups, producer groups, or collectives.
  • Ensure timely execution of project activities as per approved work plans.
  • Coordinate with the team for life skills, vocational skills, entrepreneurship, and financial literacy training programs.
  • Closely work with RSLDC and Liaising with training partners, skill institutions, NSDC partners, KVKs, RSETIs, ITIs, etc. Leveraging PMKVY, MMKVY, DDU-GKY, PM- NAPS, etc
  • Support on-the-job training, apprenticeships, exposure visits, and mentoring.
  • Establish and maintain linkages with government departments and schemes (SRLM, NRLM, Skill Missions, Agriculture, Horticulture, Tribal Welfare, etc.).
  • Coordinate with Panchayat Raj Institutions, community leaders, and local NGOs.
  • Facilitate access to entitlements, credit, markets, and support services.
  • Provide mentoring to CDP teams to ensure timely delivery of project targets (mobilisation, capacity building, enterprise development, market linkages, and training etc.).
  • Monitor progress against KPIs and donor commitments, and ensuring corrective actions where required.
  • Track and analyze project performance through MIS, dashboards, validation of data and quality checks.
  • Prepare monthly, quarterly, and annual reports for internal teams, donors, and review forums
  • Build strategic partnerships with government departments, technical agencies, and other stakeholders listed above.
  • Represent the project in state-level meetings, and other forums to strengthen visibility and convergence.
  • Leverage partnerships to for providing technical support to project beneficiaries.
  • Ensure adherence to project guidelines, financial protocols, compliance requirements, and risk management processes, including grievance redressal and safeguarding.
  • Document best practices, innovations, success stories, and learnings emerging from field implementation.
  • Flexible to travel as required to implement the project efficiently
  • Any other task assigned by the line manager
 
Required Experience and Education
  • Education: Bachelor’s degree in Social Work, Rural Development, Economics, or related field. Master’s is an added advantage.
  • Experience: 4-5 years of experience in livelihood, skill development, or community development projects. Experience working with rural, tribal, or marginalized communities.
  • Skills & Abilities: Strong community mobilization and facilitation skills. Ability to work independently in field conditions. Strong documentation and reporting skills. Proficiency in MS Office; digital data collection tools preferred. Fluency in local language(s) is essential.
  • Knowledge: Good understanding of livelihood models, value chains, and skill ecosystems and government and non-government stakeholders on livelihoods and skilling. Knowledge of government livelihood and skill development schemes.
