CONTENT OF TERMS OF REFERENCE(TOR)
1. BACKGROUND/RATIONALE
Our client’s India Country Programme- 2023-2027, Goal Area five is in alignment with the national Social Policy and Social Protection strategy which under public fiscal policy for children foresee the capacity to equitably finance social services for children to be strengthened jointly with state finance departments and other United Nations agencies through child- and gender-responsive budgets, spending efficiency analyses; outcome-based budgets; and promoting innovative financing options. State of Madhya Pradesh (MP) is categorised as a ‘High Priority State’ with moderate to low per capita income in few pockets, Moderate to low HDI and incidences of deprivation. The state requires significant focus on services delivery, public expenditure and utilization of budgets under the program for children and women besides policy changes. With reference to the above stated output, consultant will contribute to achieve the following objectives as part of this consultancy assignment for leveraging greater fiscal space for children in Madhya Pradesh.
