About the Role
Jan Shikshan Sansthan (JSS), Mirzapur invites applications for the post of Programme Officer to lead and manage skill development and livelihood promotion programs across the district. The role requires strong leadership, coordination, and monitoring skills to ensure effective implementation and achievement of program objectives.

Key Responsibilities
1. Leadership, Planning & Strategy
• Provide overall leadership and strategic direction for project implementation across the district.
• Develop comprehensive action plans based on field needs and organizational priorities.
• Conduct skill gap analysis to assess employment opportunities and industry demand.
• Carry out surveys to identify target groups, locations, and beneficiaries.
• Update socio-economic profiles, training centers, and batch data regularly.
• Prepare district resource profiles and mobilization strategies.
• Build partnerships with stakeholders, institutions, and organizations for convergence and collaboration.
• Organize orientation, training, and capacity-building programs for trainers and teams.
• Support development of program strategies, tools, and implementation frameworks.
• Translate course material into local language wherever required.

2. Programme Implementation & Coordination
• Ensure proper setup and smooth functioning of training centers with required infrastructure, equipment, and materials.
• Coordinate with stakeholders for effective execution of programs.
• Mobilize and register beneficiaries as per targets.
• Maintain branding and visibility of JSS at all centers.
• Organize training inaugurations and ensure adherence to approved curriculum.
• Arrange expert sessions on entrepreneurship, livelihood, and skill development.
• Conduct life skills, awareness, and social development sessions.
• Support organization of job fairs, skill fairs, and exhibitions.
• Assist in assessments, certification, and certificate distribution programs.

3. Monitoring, Supervision & Reporting
• Supervise and guide district-level teams, ensuring alignment with project goals.
• Conduct regular field visits to training centers for monitoring and quality assurance.
• Monitor progress, identify gaps, and take corrective actions.
• Prepare and review district reports and provide actionable insights for improvement.
• Ensure timely submission of reports, deliverables, and data uploads on portals.
• Use digital tools, geo-tagging, and social media for monitoring and documentation.
• Prepare and submit state-level reports, dashboards, and documentation.
• Conduct review meetings, performance evaluations, and follow-up actions.

4. Administrative & Financial Management
• Ensure proper utilization of resources in compliance with project guidelines.
• Ensure timely payment of trainers’ honorarium and settlement of dues.
• Monitor fee collection (if applicable).
• Maintain audit-ready records and documentation.
• Ensure availability of teaching-learning materials at centers.
• Assist the Director in administrative tasks, meetings, and audits.
• Maintain field visit diaries and official records.

5. Documentation & Knowledge Management
• Maintain program registers, trainer profiles, course files, and financial records.
• Document success stories and best practices of beneficiaries.
• Prepare annual action plans, progress reports, and survey reports.
• Compile, analyze, and present data for decision-making and evaluation.

Minimum Qualification
• Postgraduate in Education / Science / Mathematics / Management
• Minimum 5+ years of relevant experience in project/program management

Preferred Qualification
• MBA or B.Tech candidates will be given preference
• Experience in skill development, education, or government projects is desirable
