Undertake Baseline Study to Understand Ground Level Situation on Multi-Thematic
Areas in Alluri Sitarama Raju (ASR) District of Andhra Pradesh
Background of the Organizations:
Incorporated in 2017 as a Section 8 not-for-profit Company, VCF focuses on a wide range of themes, including livelihood promotion, agriculture, craft, sanitation, nutrition, and health among others. VCF works in close co-ordination with various departments of Government and other relevant stakeholders to effectively execute programs either as an implementing or technical advisory partner. Most of the organisations implementation work is done in remote rural habitations/districts of Andhra Pradesh and Telangana.
About the proposed study:
VCF would like to commission an exploratory study (rapid assessment) in ASR district of Andhra Pradesh with an objective to understand the ground situation on various subject areas like Health, Education, Livelihoods, water and sanitation, etc.
Geographical coverage of the assignment: ASR district in Andhra Pradesh - covering all blocks/mandals.
Scope of Work:
The key tasks for this assignment will be undertaken in close collaboration with VCF project team
- Conduct secondary data review and list out the districts as per their performance.
- Also, conduct direct primary data collection to compare/support the secondary data.
- Undertaking situation analysis / baseline study in ASR district covering multithematic areas.
- Suggest blocks which are favourable and based on requirement suitable for implementing integrated projects.
- Final report should highlight the ground situation on various subject areas. Sample indicators to be captured during the study:
- Health and Nutrition
- Health Awareness and Health seeking behaviour of communities
- Disease burden (morbidity and mortality)
- Maternal and Child Health services
- SAM/MAM/Anemia at community level and access to services o Education (focused on early childhood/Anganwadies/3-6 years)
- Enrollment Ratio for elementary education
- Trainings received by Anganwadi teachers on education (skill gap)
- Learning levels of the children / school readiness / age appropriate learning levels
- Water and Sanitation
- Access to safe drinking water vs water borne diseases
- Access to improved sanitation
- Open defecation free status
- Existing ground water situation, water availability for drinking and irrigation
- Situation of water local bodies (irrigation tanks)
- Livelihood/livestock/crafts/gender
- Type of crops grown, production output, input cost, income
- Income from various sources
- Women role/participation/lead
- Unemployment/engagement of youth
- Accessibility to various govt. Schemes
- Skill gap
Duration of services:
The finalized agency/institution/consultant is expected to deliver the final report by May 29, 2026.
Eligibility and Qualification Criteria: Organisations/Agencies having similar exeprience of understaking integrated studies in different parts of the state or country would be eligible to apply.
Proposal Submission:
Interested agencies are requested to submit a detail proposal including Financials for the proposed study to contact@vijayavahini.org with the subject line “RFP – Baseline Study to Understand Ground Level Situation on Multi-Thematic Areas”. The Technical Proposal should include organization profile, relevant experience, methodology, proposed team, and work plan. The Financial Proposal should include fee structure, expenses, and applicable taxes.
Evaluation Criteria
The selection process will follow Quality and Cost-Based Selection (QCBS) with 70% weightage for technical and 30% for financial proposals.

- Past assignments – 20 points
- Team qualifications and experience – 20 points
- Financial proposal – 10 points
Payment Terms
- 50% upon signing of contract
- 35% upon submission of draft report
- 15% submission of final study report

VCF reserves the right to accept or reject any proposal without assigning reasons. The consultant shall maintain confidentiality and adhere to VCF’s ethical standards and data protection policy. All outputs, training materials, and documents produced under this consultancy shall remain the property of VCF.
