REQUEST FOR PROPOSAL

 

For digitalization of content for e-module on Gender responsive policing

 

1. Background and Rationale:

CECOEDECON with support of UNFPA (United Nations Population Fund) is implementing project “SWABHIMAAN” in Rajasthan with an aim to advance Sexual and Reproductive Health and Rights while adopting human right based, gender transformative and evidence-informed approach with a focus on young people representing marginalized and vulnerable section of the society. Addressing Gender based violence and harmful practices is one of the key objectives of the project.

 

Gender Based Violence (GBV) is one of the most pervasive human rights violations and restricts the achievement of the 17 Sustainable Development Goals (SDGs) especially the SDG 5 on gender equality. Gender-based violence encompasses but is not limited to physical, sexual, and psychological violence directed against a person on the basis of their gender. To strengthen the response to GBV, it is very important to work with legal-enforcement agencies and to strengthen the coordinated response to GBV.

 

In this context, UNFPA joined into a partnership with Rajasthan Police Academy (RPA) in June 2023 on gender responsive policing and coordinated response to gender-based Violence (GBV). CECOEDECON is the implementing partner of UNFPA in implementing key activities under the project. The partnership between UNFPA and RPA resulted in the establishment of a Gender Unit at RPA with the aim to strengthen police sector response to gender-based violence (GBV) and harmful practices (HP). In addition to this, various capacity building, knowledge management development, evidence-generation, advocacy and convergence related initiatives.

 

During the intervention, the importance of capacity building of police personnel on gender issues, a survivor-centered approach, gender-responsive policing, and a coordinated response to GBV and harmful practices has been clearly observed. In this context, to facilitate at-scale training of police personnel on these issues, scripts for e-modules have been developed. It is planned to digitize these scripts into e-modules for hosting on the iGOTKarmayogi platform to enhance the reach of capacity-building initiatives.

 

2. Title of the assignment:

To digitalize the content for an e-module (for which the script has already been finalized) on gender-responsive policing for addressing gender-based violence and harmful practices including child marriage.

 

3. Objective of the assignment:

The primary objective of the assignment is to convert existing training module script,  that has already been developed in both Hindi and English language into an engaging and accessible e-module that uses multimedia elements such as audio, visuals, animations, quizzes, interactive tools, hover effect plugins with voice over etc. suitable for self-paced learning. The module will be aimed at building the capacities of police personnel of all cadres on gender-responsive policing.

 

The specific objectives of the module will be to:

  1. Sensitize and orient the police personnel of all the cadres on gender issues, discriminatory social norms,  gender-responsive policing, survivor -centered approach to build their capacities on dealing with the cases of gender-based violence and harmful practices such as child marriage with a non-discriminatory, inclusive, human-rights based approach.
  2. To build understanding of police on various services as well as service providers available for survivors to enhance their skills in ensuring coordinated and comprehensive services to the survivors.  

4. Scope of Work:

 

The Agency/Expert will be responsible for:

  • Studying and understanding the existing training content/script.
  • Designing the instructional framework for the e-module based on adult learning principles.
  • Developing the digital content with appropriate audio-visuals, animations, interactive tools, hover effect plugins with voice over, visual effects.
  • Integrate quizzes using Multiple Choice Single Select as well as Multiple Select options (as already provided in the script).
  • Including visual effects, elements, transition, use of interactive screens, animation, flowcharts, diagrams, infographics to make the course engaging.
  • Develop and integrate mechanism to capture and analyze pre-training and post-training assessment data and no. of users/views/completions for the course.
  • Develop and integrate mechanism for certificate generation for the user after their course completion and passing of exam. Also design this certificate.
  • The module should incorporate self-paced learning functionality, including the ability to save progress and resume from previously completed sections.
  • Ensuring that the e-module is platform-compatible (e.g., SCORM, HTML5, LMS) as well as fulfills the requirement/guidelines of iGoT.
  • The module will be divided into three parts of around 60 to 75 minutes each. The module to be developed in both Hindi and English language (Script is already available in both languages).
  • Finalize the e-module after incorporating feedback from CECOEDECON, UNFPA and RPA. Please note that the feedback may require multiple rounds until the desired products are achieved.
  • Conduct pilot testing of the e-module.
  • Incorporate feedback and observations received during the pilot test.
  • Develop and provide source files and user manuals.
  • Coordinate with and provide necessary support to RPA, UNFPA, RIPA and iGoT for successful hosting of the e-module on iGoT platform. 

5. Deliverables:

The agency is expected to deliver the following:

  • Inception report and storyboard to be submitted prior to the digitization of the e-module, in line with the timelines mentioned in the section below. 
  • Three parts of the e-module (total 3 e-modules) of around 60 to 75 minutes each in Hindi as well as English language for I-Got platform (after incorporating the feedback from CECOEDECON, UNFPA, RPA and pilot-testing) as mentioned.
  • Please note the e-module should adhere to the i-Got guidelines/norms and should be compatible for desktop, mobile, tablet etc.
  • High-quality editable version of the file needs also to be shared with CECOEDECON. 

6. Timeline: Total 5 months

  • The inception for the whole project to be submitted within 10 days of taking the assignment
  • The story board of all three parts of the e-module to be submitted by the end of one 1.5 month.
  • All three parts of the e-module in Hindi as well as English voiceover to be submitted by end of 2.5 months
  • The final e-module (all three parts) to be submitted after incorporating feedback by the end of 3.5 months
  • The pilot testing of the e-module (all three parts) to be done and revised module after incorporating feedback from pilot testing to be submitted by the end of 4.5 months
  • Coordination with UNFPA, RPA, and iGOT for hosting the e-module on the iGOT platform, to be completed by the end of five months. Please note that support from the agency may be required beyond five months if the hosting process extends. The agency’s support will be required (for any technical needs/adherence related to development of the e-module) until the hosting is completed and the e-module becomes operational on the platform.  

7. Language of the video:

The e-module (all three parts) will be developed in Hindi and English languages (scripts/content are already ready in both languages)

 

8. Intellectual Property

All information pertaining to this project belonging to the client, which the service provider may come into contact with in the performance of his/her, duties under this consultancy shall remain the property of the CECOEDECON/UNFPA who shall have exclusive rights over their use.

 

Except for purposes of this assignment, the information shall not be disclosed to the public nor used in whatever form without written permission of the UNFPA/CECOEDECON.

 

9. Qualifications and Experience:

 

The agency/expert should possess:

  • Minimum of 5- 7 years of professional experience in designing and developing digital learning content, particularly e-modules or e-learning courses.
  • Proven experience in the development of training materials that are SCORM/xAPI-compliant and compatible with popular LMS platforms or in formats required as per I-GOT guidelines/standards.
  • Experience in integrating multimedia elements: animations, videos, voiceovers, quizzes, and interactive simulations.
  • Ability to develop modules that are responsive across devices (desktop, tablet, mobile).
  • Ability to translate static training content into engaging and pedagogically sound digital formats.
  • Ability to operate under strict time limits and apply high production and technical standards for the purpose of maintaining a high level of professionalism.
  • Experience in collaborating with diverse stakeholders, including government agencies, police forces, NGOs, UN, I-Got and other international organizations, is highly desirable.

The agency is mandatorily required to submit a sample of their work on digitalization/development of e-module in their application.

 

10. Duration and Timeline:

The assignment is expected to last for 5 months, commencing the date of signing the contract. The consultant/agency is expected to adhere to the agreed-upon work plan and deliverables timeline.
